Abstract: China’s new energy industry has been developed rapidly under the support of the government. It is of great practical significance to study the local government’s support for the development of new energy industry in the tax sharing system. The article is through the combination of questionnaire and fuzzy mathematics method to analyze the social public satisfaction with local government’s new energy policy, to provide a better reflection of local government policies to promote the development of new energy industry.

Abstract: In recent years, the rapid growing housing prices and the continuing expanding real estate bubbles have become a hidden danger to the Chinese economy. Price regulation has also become one of the current hot issues. Though the central government issued a number of decrees, the price has been increasing, especially in first-tier cities, like Beijing, Shanghai, Guangzhou, and Shenzhen. What factors contributed to the high prices? The central and local governments play an important role in housing price regulation. From the perspective of game theory, behavior of central and local government under price control policies are described and analyzed in this article. We established a game model and got equilibrium between the two games. In the end, we raised some reasonable policy recommendations by the results of game analysis.

Abstract: The starting point of the fiscal decentralization theory is the efficiency of public goods supply. As one of the major public investment projects of the government, science and technology investment has a great impact on the development of the country and the people’s life. Therefore, based on the practice of Chinese fiscal decentralization, this paper tries to reveal the effect of fiscal decentralization and local government’s behavior preference on science and technology investment efficiency by normative analysis. Through research, it has been found that technology investment requires a huge amount of money and time to produce results. So it is not easy to achieve results in the short term. Under Chinese-style fiscal decentralization, the lack of institutional constraints and reasonable officials’ assessment indicators has led to the alienation of local government’s behavior preference and the loss of the efficiency of science and technology investment.

Abstract: This study investigates food scandals and the role of government in corporate social responsibility (CSR) in the food industry and explores strategies for the Chinese government to tackle the food safety problems that abound in China. Based on the theoretical discussion of four types of CSR and the empirical evidence from four case studies, we argue that government influence on CSR in the food industry is determined by the intensity and salience of its own behavior and actions including regulations. We further believe that a balanced CSR strategy covering economic, legal, ethical and philanthropic considerations would work best for China. Our contributions include extending the CSR literature to the food industry and emerging economies like China and recognizing the distinctive role the government plays in the food industry. In addition, we provide a timely guide to establishing a food safety system in China.
Development of Agriculture-oriented Ideology and Corresponding Government Policies in the Chinese History

Abstract: Agriculture-oriented ideology and corresponding government policies have dominated Chinese history. As for the status of industry and commerce, especially how to deal with the relationship between agriculture, industry and commerce, this country has gone through a development of two momentous changes, i.e. from agriculture-oriented ideology (while realizing the benefits of industry and commerce) to the emphasis on agriculture at the expense of industry and commerce, and then to the emphasis on all of the three. A great number of historic materials have proved that, with the entry into agricultural society, the ideology and government policies had come into being before the Warring-States Period, which regarded agriculture as fundamental, industry and commerce as inconsequential but all of the three beneficial. The ideology that emphasized on agriculture at the expense of industry and commerce began to take shape in the later Spring-and -Autumn Period and came into being in the early Warring-States Period. This ideology was put into effect in the states of Wei, Qi and Qing. The ideology and corresponding policies were related to the measures taken by the central government to keep the balance between the development of agriculture, industry and commerce. In this way, the rulers could maintain the stability of the society and the interests of their own in the agricultural society when confronted with the unlimited development of private industry and commerce. Following the rapid development of industry and commerce in the Song Dynasty, another ideology was formed which regarded agriculture, industry and commerce as all fundamental and equally importance. After the Opium War, the Qing government was forced to adopt an open-door policy. The prosperity of the Western countries and the development of the national industry and commerce had great influence on the Qing Dynasty rulers. In view of these factors, they gradually realized the necessity of modern industry and commerce and changed their attitudes toward them. After the Jiawu War, the ideology which regarded agriculture, industry and commerce as equally significant, played a dominant role and has influenced this country till now.
International Competitiveness of Chinese Tea Industry and Policy Implications

Abstract: The tea industry in China is a traditionally advantaged industry.However,the competitiveness of the Chinese tea in international market has been descending continuously since 1980's and challenged by India,Kenya,Sri Lanka and Indonesia etc.This paper makes use of the statistical data from Food and Agriculture Organization of the United Nations,by such dominant evaluation index as possession rate of international market,revealed comparative advantage index and producer's price index and its recessive evaluation index-yield of per unit area,to measure and calculate the variety of international competitiveness of tea in China,India,Sri Lanka,Kenya and Indonesia since 1980's.It has been reached the conclusion that the position of Chinese tea is basically weak on the four evaluation indexes,and obvious in revealed comparative advantage index,producer's price index and yield of per unit area.Based on empirical analysis and the five decisive factors of international competitiveness in Prof.Porter's National Diamond Model,the article puts forward the countermeasures and proposals to promote the international competitiveness of Chinese tea at the five levels of factor endowment,corporation strategy,related industry,demand factor and governmental behavior.At the level of factor endowment,emphasis should be put on the solution to the low rate of production.The new production factor should be introduced to the tea industry.at the level of corporation strategy,the tendency of the international tea competitiveness should be acclimated,and the united scale management should be promoted to seek a famous brand of famous tea.At the level of demand factor,based on the firmness of the traditional market,the newly arisen market should be expanded strongly and the concentration degree of the export market should be lowered.At the level of related industry,specialized production should be developed actively and provide the specialized productive material for tea production.At the level of the government,the boundary of administrative duty and function should be made clear within the framework of World Trade Organization.Emphasis should be put on the solution to the tea standardization,to regulate effectively tea export disorder from the sources and ends.Governmental behavior may be more critical compared with the four of the other countries,because the actual circumstance of China comes to the decision in the tea industry.
What Determine the International Competitiveness of Chinese Publishing Industry?  [PDF]

Recent years have witnessed a higher involvement of China’s publishing sector in international market. For the purpose of revealing the dominant factors influencing the international competitiveness of Chinese publishing industry, this paper conducts Gray Relational Analysis to identify certain factors that affect the international competitiveness of China’s publishing industry based on the comparison series and the reference series. The results of empirical analysis indicate that human capital as an advanced factor plays a leading role in the international competitiveness of Chinese publishing industry. Industrial competition obviously affects the scale of China’s publishing industry and its competitiveness. The demand for cultural consumption drives the upgrading of China’s publishing industry, and enhances its international competitiveness. The government’s support facilitates the enhancement of the international competitiveness of Chinese publishing industry. Finally, the author gives some policy suggestions from the perspective of cultural resources, broadening industry chain and governmental conducts.

Abstract: The Just-in-Time (JIT) philosophy originated from the Toyota Production System (TPS) and has been used in the manufacturing industry for many decades. It has helped to increase the productivity of the industry and has also increased the quality of its products. In recent years, numerous studies in developed countries have endeavoured to introduce JIT in the construction industry to reap similar benefits. This study focused on applying JIT to the Chinese construction industry with the goal of improving its performance and thus its competitiveness. This paper discusses the current state of the Chinese construction industry; presents the potential impediments to implementing JIT; and proposes a framework for JIT implementation in the areas of design, procurement, construction and inspection. The results of this study suggest that government and educational institutions should play a key role in spearheading the application of JIT in the construction industry in China.
Research on the Spatial Characteristics and the Sustainable Development Strategies of Chinese Furniture Industry  [PDF]

The overall spatial difference, the inter-regional and intra-regional spatial differences of the three regions—the eastern, central and western regions of Chinese furniture industry are obvious and constantly shrink. The number of population, the average consumption level of the residents, the added value of the secondary industry, the amount of foreign capital and the amount of furniture exports and other factors affect the furniture industry’s spatial characteristics, but there are regional differences in the influence mechanism. In order to improve the industry development sustainably, it is necessary to optimize the division of furniture industry, focus on building cross-regional furniture industry chain, adopt advanced technology and equipment and strengthen the furniture brand construction. The eastern region should increase the technical input; the central region should pay more attention to market development, and the western region needs to strengthen industrial and financial support.

Abstract: Since 1992, a new Chinese innovation system has been emerging in terms of university-industry-government relations. In recent years, science parks, incubators, and high-tech development zones have been provided with strong incentives. The commitment of the Chinese government to the further introduction of a market economy has been elaborated with a focus on the knowledge-base. The model of institutional adjustments has been replaced with systemic and evolutionary thinking about niche development and human resource management. Government interventions remain important for interfacing knowledge-based developments with those on the market. For example, new legislation on issues of "intellectual property rights" is crucial to the absorption of venture capital into these developments.
