Abstract: 从历史的长时段视角来看,“精准扶贫”是中国国家减贫治理体系因应新时期减贫形势变动和打赢脱贫攻坚战的“时代呼唤”所做出的战略调整,也是国家减贫治理体系现代化和治理能力提升的过程。其突出特点在于以“减贫大数据”为基础,综合运用政府、市场、社会三种机制、三种资源,将政治优势和制度优势的发挥与全面深化改革相结合,系统性地改善贫困地区、贫困社区和贫困人口的内生发展动能。十八大以来,在习近平扶贫开发战略思想的指引下,以精准扶贫、精准脱贫为基本方略,国家减贫治理体系经历着密集的调整,在信息汲取能力、政治保障和制度保障能力、综合回应能力、资源动员能力以及政策执行能力等诸方面都有显著提升。在未来的脱贫攻坚实践和共同富裕征程中,中国国家减贫治理体系将不断完善,现代化水平持续提升。
Fromthe long-term historical perspective,"to take targeted measures in poverty alleviation" is in echo of the "times call", which means the national poverty alleviation and governance systemshould make strategic adjustmentin response to the new era of poverty alleviation situation and win the fight against poverty, but also the process of the modernization of the national poverty alleviationand governance system and the improvement of governance capacity. Its outstanding feature is based on the "large data of poverty alleviation", the comprehensive use three mechanisms or three kinds of resources, which are the government, market and social, to exert the advantages of politics and institutions and combined with the comprehensively deepening reform, systematically improve the endogenous development momentum of poor areas, poor communities and poor people. Since the 18th National Congress of the Communist Party of China (CPC), under the guidance of Xi Jinping''s strategy of poverty alleviation and development,the national poverty alleviation and governance system has undergone intensive adjustmentin the terms of the ability of information extraction, political security and institutional support, integrated responsiveness, resource mobilization, and policy enforcement and other aspects have significantly improved. In the future journey of poverty alleviation practice and common prosperity, China''s national poverty alleviation and governance system will continue to improve and the level of modernization will continue to promote.

Abstract: The Olympic Games is by far the most admirable competitions among athletes and the most spectacle sports tournaments among sports fans. The Olympic Games is built on their very core values when the games bring together people around the world to witness one of the amazing sports events in the world. It is a congregation of the Olympic Games. Three core values, i.e., excellence, friendship and respect, are around the world. The immense role of the dissemination of Olympic values and promoting and overseeing the Olympic Games falls on the shoulder of the International Olympic Committee (IOC) which is a decision-making organization regarding the Olympic affairs. Though a huge responsibility lied upon the IOC, the IOC alone cannot operate and function at this successful level. The National Olympic Committees (NOCs) from various countries need to provide considerable support to the IOC, and the accomplishment of the IOC’s objectives can be achieved only if the NOCs work efficiently and effectively. The NOCs perform various functions and provide a significant contribution to promoting sports in a country. Thailand is one of the IOC members. The missions of the National Olympic Committee of Thailand (NOCT) under the Royal Patronage of H.M. the King include supporting and promoting amateur sports and physical education, sending delegated athletes and the international. Competitions, providing welfare and education for athletes and coaches, organizing a sports museum, and coordination with different management of the NOCT are highly essential. Effective management of the NOCT will lead not only to the increasing number of junior athletes and national athletes and the success of our national athletes in major international sports competitions, but also to gear Thailand to be a healthy society using sports as a means to this end. In business, it is often argued that effective management is caused by competition. The term “creative destruction” coined by Joseph Schumpeter has continuously been proven through time that the most effective and innovative firms will thrive. Without competition, there is no real incentive and need for firms to be effective and efficient. Firms can do whatever they want bearing few or no consequences. Many sports governing bodies, e.g. the IOC and the NOCs, however, have no competition and, thus, are a monopoly. Yet, thee organizations need to be most effective. The paper makes comparisons of the environmental reports by the People’s Daily between 2013-2015 and 2003-2012, and indicates the general statuses and innovations of the environmental reports before and after the 18th CPC National Congress.

Abstract: The International Congress on High Speed photography and photonics is an international series congress held every two years. The 18th congress was held on August 20th to September second, 1988 in the Hall of Science and Technology of Shaaxi Province, Xian, China. It was sponsored by Chinese Optical Society and by Xian Institute of Optics and Precision Mechanics, Academia Sinica.Yan Jici, honorary chairman of China Science and Technology Association, one of the oldest scientists on optics in our country, acted as the honorary chairman of the congress. Wang Daheng, famous optics expert in our country, director of Chinese Optical Society, held the post of the general chairman. Two hundred seven ty-nine delegates who respectively came from twenty-two countries and districts took part in the congress.One hundred eighty-five of them was Chinese and ninety-four was foreigners. National delegates attending the congress amounted to eighteen. The national delegate of our country is Professor wang Daheng.One hundred ninety-seven papers were presented to the congress. In the midst of them, one hundred thirteen by Chinese and eighty-four by foreigners. One hundred fourty was reading paper in which sixty-five and seventy-five were read by Chinese and foreigners respectively. There were sixteen invited papers.The proceedings of the congress will be edited and printed by the American Society of photo-Optical Instrum entation Engineers. There will be one hundred ninety-seven papers in it Among them one hundred thirteen Chinese papers and eighty-four foreign papers were included in it.The greek scientist G. D. Tsakiris thirty four years old got the Schardin medal of the congress. Dr. M. Ya. Schelev in the General Physical Research Institute of USSR won the Photo-Sonics prize.National delegates have determined the date and place for the coming congress. That is, the 19th congress will be held on September 16th to 20th, 1990, in Cambridge, Britain; and they preliminarily decided the 20th congress will be held in Canada in 1992, and the 21st in USSR in 1994.

Abstract: The Seventh Report of the Joint National Committee on Prevention, Detection, Evaluation on and Treatment of High Blood Pressure (JNCVII) had new key messages that need to be highlighted for practicing physicians. More than two years has elapsed since its publication and several important trials and meta-analyses were published during this period. Most of these publications supported and reinforced the JNC-VII recommendations, but others did not fully agree. Thus, some questions have arisen that need to be addressed in future research. This review will discuss what is new in JNC-VII and post-JNC-VII evidence that supports or disputes the recommendations. In addition, the results of other significant trials will be addressed. Finally, we outline the clinical "bottom line" and emphasize the practical application of this evidence.

Abstract: Sustainability in construction has a short history in terms of principles, standardizations and applications. From the Brundtland Report “Our Common Future”, a new vision of the resource deficits, climate impacts and the social responsibility gave growth to the idea of sustainability also in design and construction. Consequently, in around 2000, the international and national organizations for standardization started to develop standards for the application of sustainable principles. This paper gives an overview of existing and planned standards, and examples on how to use them as a framework for the development of methods and tools for assessment.
The relationship between organizational culture and knowledge management in the Islamic Republic of Iran's National Olympic Committee

Abstract: In this century, knowledge is seen as a major source of institutional and other resource management needs, so the present study investigates the relationship between organizational culture and knowledge management in the National Olympic Committee. The study is correlation, field and applied research. Statistical population is all National Olympic Committee staff (107 people). Sampling method, here, is census, but due to limitations in the study, 92 questionnaires were returned. Organizational Culture Inventory (2009) and management knowledge Inventory (2009) were administered. The knowledge management questionnaire included four dimensions of commitment to collaboration, Compatibility, adaptation and mission. Ten sports management professors confirmed its validity and reliability - Organizational Culture (α=0.86) and Inventory Management (α=0.92). For data analysis Kolmogr of Smirnov test, Pearson and multiple linear regressions were used. Results showed a significant relationship between organizational culture and its factors with knowledge management (P<0.01).The logistic regression analysis showed that the compatibility (β=0.324), adaption (β=0.337) and mission (β=0.227) are significant predictors for knowledge management (P<0.01). With respect to the survey results, it can be said that organizational culture has a fundamental role in the establishment of knowledge management at the NOC.

Abstract: the italian ministry of health, in 2002, instructed the national committee for bioethics to carefully review and ultimately provide evidence for future legislative bills in various aspects. one such matter was that of the subject of "pet therapy", generically viewed as a "man-animal" relationship, with the purpose of proving beneficiary to both human health and welfare. the necessity of a bioethical approach was deemed important in establishing the concrete benefits for mankind (and the research required to demonstrate this) whilst also considering any possible malaise inflicted on those animals participating. the final recommendations decided upon, took into consideration effectiveness, cost, suitable alternatives, discussion of the intervention with the patient.
