Optimized Color Gamuts for Tiled Displays  [PDF]

Abstract: We consider the problem of finding a large color space that can be generated by all units in multi-projector tiled display systems. Viewing the problem geometrically as one of finding a large parallelepiped within the intersection of multiple parallelepipeds, and using colorimetric principles to define a volume-based objective function for comparing feasible solutions, we develop an algorithm for finding the optimal gamut in time O(n^3), where n denotes the number of projectors in the system. We also discuss more efficient quasiconvex programming algorithms for alternative objective functions based on maximizing the quality of the color space extrema.
Chameleon: A Color-Adaptive Web Browser for Mobile OLED Displays  [PDF]

Abstract: Displays based on organic light-emitting diode (OLED) technology are appearing on many mobile devices. Unlike liquid crystal displays (LCD), OLED displays consume dramatically different power for showing different colors. In particular, OLED displays are inefficient for showing bright colors. This has made them undesirable for mobile devices because much of the web content is of bright colors. To tackle this problem, we present the motivational studies, design, and realization of Chameleon, a color adaptive web browser that renders web pages with power-optimized color schemes under user-supplied constraints. Driven by the findings from our motivational studies, Chameleon provides end users with important options, offloads tasks that are not absolutely needed in real-time, and accomplishes real-time tasks by carefully enhancing the codebase of a browser engine. According to measure-ments with OLED smartphones, Chameleon is able to re-duce average system power consumption for web browsing by 41% and reduce display power consumption by 64% without introducing any noticeable delay.

Abstract: Dual-purpose systems for both normal and disaster situations are necessary for providing continuous services from normal situations to disaster situations. We have been developing the dual-purposed systems based on the assurance network design principle. The assurance network design principle makes the dual-purpose systems work stably in both normal and disaster situations. This paper proposes a connectivity-dependent data propagation scheme, in which each terminal transfers data adaptively by wireless multi-hop data transfer or store-and-forward data transfer depending on whether the terminal has connections to its neighboring terminals. To verify the resilience against disconnection among neighboring terminals, we show field experimental results on data propagation time. Also we propose the dual-purpose system, in which there are two types of graphical user interface (GUI) for both situations. Whenever each terminal receives a special packet in disaster situations, the GUI automatically switches from one type for normal situations to another type for disaster situations. We have unified these two types of GUI so that users can understand how to use them even when GUI is automatically switched. To validate feasibility of the dual-purpose normal and disaster situations system, we show experimental results on dissemination of assessment information and automatical switching of GUIs.

Alimentación y nutrición de la población ante situaciones de desastres naturales Feeding and nutrition of the population in natural disaster situations

Abstract: Los desastres naturales azotan a Cuba y se deben atenuar sus estragos sobre la salud y la alimentación de la población. El estado de nutrición de la población depende de la disponibilidad, el consumo y la utilización biológica de los alimentos. Los desastres naturales pueden perjudicar el estado nutricional de la población debido a su impacto sobre uno o varios componentes de la cadena alimentaria, que dependerán del tipo, duración y magnitud del desastre, así como de las condiciones de alimentación y nutrición que existían previamente en la zona. Se revisa la información disponible sobre alimentación y nutrición en los desastres y se identifican las medidas de control y prevención para evitar la desnutrición y conseguir la mejor alimentación en las situaciones de emergencia, incluido la alimentación de lactantes y ni os peque os. Se precisan los pasos inmediatos a dar para garantizar la eficacia de un programa de ayuda alimentaria, entre ellos, evaluar las provisiones de alimentos disponibles después del desastre, determinar las necesidades nutricionales de la población afectada, calcular las raciones alimentarias diarias y las necesidades de grandes grupos de población y vigilar el estado de nutrición de la población afectada. En los desastres es necesario mejorar el abastecimiento de alimentos con un mayor aprovechamiento de los productos cosechados y ampliar la cultura nutricional, lo que traería aparejado el incremento de la seguridad alimentaria y la prevención de la desnutrición. Natural disasters hit Cuba, and so, their effects upon health and feeding of the population should be mitigated. The nutritional condition of the population depends on the availability, consumption and the biological use of food. Natural disasters can damage the nutritional condition of the population due to their impact on one or several food chain components, which will in turn depend on the type, duration and size of the disaster, as well as the existing feeding and nutritional conditions in the area before the disaster. The available information on food and nutrition in disaster situations was reviewed. Also, the control and preventive measures to avoid malnutrition and to provide the best possible food under emergency circumstances, including food for breastfed babies and small children were identified. The immediate steps to assure the food assistance program efficacy were specified. Abstract: La Enfermedad Renal Crónica (ERC) es reconocida como un problema de salud y un reto internacionalmente, a considerar como “parte central del planeamiento de la salud pública de cada Estado”, por su complejidad, frecuencia y crecimiento epidémico. El número real de pacientes prevalentes en cualquier etapa evolutiva de ERC podría afectar a 10-14% de la población adulta. Sólo en métodos de diálisis y trasplante viven más de 2 millones de personas en todo el mundo. El presupuesto dedicado a estos enfermos es muy alto y existen enormes disparidades en su atención entre los países pobres y ricos, reconocidas internacionalmente. El sistema de Salud Pública en Cuba, estatal, universal, gratuito y accesible para toda la población de más de 11 millones de habitantes, se mantiene en continuo desarrollo y perfeccionamiento para alcanzar la excelencia en la atención y cumple estos mismos preceptos en la garantía de la atención nefrológica. Necesidades y costos crecientes en tiempo de crisis económica, pese a que cada a o más y más enfermos requieren de terapia renal de reemplazo por diálisis y trasplante renal, lo cual alcanzó en 2007 un número de pacientes de 284.8 por millón de población en el país. Esta Organización se puso a prueba en los dos recientes huracanes que azotaron catastróficamente a Cuba, lo cual significó una experiencia única en nuestro país y motivó escribir esta rese a. It is carried out by family physicians ; and it intends to supply attention at risk population; secondary renal care, and provides clinical nephrology services, for pattients suffering of chronic renal disease, to delay progression of their illness, and avoid complications; and terciary renal care, carried out by renal replacement therapy services, for End Stage Renal Disease pattients, to attain pattient’s social rehabilitation and have the surveillance Systems Give First Alert in Nephrology for abnormal or disasters situations. This role presents the main structural organizational features of the activities in Cuba for renal care aftermath the hurricanes situation.This is the priority for the Cuban State of granting the attendance prescribes and the life of these patients.
Applying Ant Colony Algorithm and Neural Network Model to Color Deviation Defect Detection in Liquid Crystal Displays

Abstract: Thin Film Transistor Liquid Crystal Display (TFT-LCD) has excellent properties such as lower voltage to start and less occupied space if comparing with traditional Cathode-Ray Tube (CRT). But screen flaw points and display color deviation defects on image display exist in TFT-LCD products. This research proposes a new automated visual inspection method to solve the problems. We first use multivariate Hotelling T2 statistic for integrating coordinates of color models to construct a T2 energy diagram for inspecting defects and controlling patterns in TFT-LCD display images. An Ant Colony based approach that integrates computer vision techniques is developed to detect the flaw point defects. Then, Back Propagation Network (BPN) model is proposed to inspect small deviation defects of the LCD display colors. Experimental results show the proposed system can provide good effects and practicality.

Abstract: En una situación de desastre ocurre un gran número de lesionados, quienes son atendidos según la regla de "lograr lo mejor para la mayoría"; sin embargo, al aplicarla, un grupo de pacientes son privados de sus derechos (autonomía) y los médicos que les asisten no cumplen el precepto de beneficencia. Con ayuda de comisiones expertas en problemas éticos, se han elaborado normas para tratar de moldear el mencionado principio. La información definida en este trabajo sería de gran utilidad para los médicos civiles y militares, de modo que puedan enfrentar adecuadamente un desastre y traten de darle orden al caos. In a disaster situation a great number of injured occurs, who are treated according to the rule of "achieving the best for the majority"; but when applied, a group of patients is deprived of their rights (autonomy) and physicians assisting them do not meet the precept of charity. With the help of experts committees for ethical issues, standards have been developed to try to shape the aforementioned principle. The information defined in this paper would be useful for civil and military physicians, so they can adequately face a disaster and try to bring order to chaos.
Investigating the significance of disaster information management

Abstract: Disaster information informs disaster risk management interventions. However, it is the systematic management of this key resource that has not yet been fully embraced. In some cases, information is still haphazardly collected, analysed, managed and disseminated. This paper, utilising mainly secondary literature sources, explores the importance of disaster information and its systematic management in disaster risk management programming. It presents challenges associated with information management in disaster situations and critiques the trend whereby the collection, management and dissemination of information are usually limited to disaster situations. This only serves to further marginalise post-disaster recovery processes, which are integral with regard to generating knowledge essential for the formulation of future disaster mitigation strategies. The paper concludes by arguing for the integration of disaster information management into current disaster risk management curriculum.

Abstract: With the tropical climate and unstable land forms, coupled with high population density, poverty, illiteracy and lack of adequate infrastructure, India is one of the most vulnerable developing countries to suffer very often from various natural disasters, which strikes causing devastating impact on human life, economy and environment. Though it is almost impossible to fully recoup the damaged caused by the disaster it is possible to minimize potential risks by developing early warning strategies. “Efficient management of Disasters, rather than mere response to their occurrence has, in recent times, received increased attention both within India and abroad.” Hospitals play a key role in Management of the affected population by providing immediate and effective treatment at the site and in the hospital. Considering the wide range of disasters and no bar for time, place and people it requires immediate intervention, and this management would be an extension of emergency or casualty services of hospital. It adds an extra load to hospital, functions, and to cope up this situation it requires to have a systematic, planned and effective approach. In this article, I have discussed a model disaster management plan for a hospital, clinical principles of management of casualties and specific problems of Disaster Management. A guide line for operational framework to face disaster in the form of Disaster manual is suggested for each hospital. A preplanned disaster management plan according to this guideline would provide an edge to a hospital in such crucial situations and in turn will serve the humanity & society.
