Abstract: Variability of the precipitation regime for the first decade of XXIst century in southwestern Romania. The first decade of the XXIst century was a period marked by an increase in frequency of extreme weather events. The period analyzed in this paper (2001-2010) was characterized by a high variability in terms of spatial and temporal distribution of precipitation amounts recorded. Some absolute monthly and annual records of rainfall values have been exceeded during this decade in Oltenia (southwestern Romania), standing out the years 2007 and 2008, like dry years, and 2004 and 2005, as excessively rainy years.The aim of this paper is to analyze the spatial and temporal evolution of the annual amounts of rainfall recorded in southwestern Romania between 2001 and 2010. For this paper daily diagnostic data recorded in 14 synoptic weather stations in the Oltenia Regional Meteorological Center were used. The synoptic weather stations with reduced operating hours have been excluded from working in order to limit the errors. We calculated the averages for the past 10 years (2001-2010), for the series of 30 years (1961-1990, 1971-2000 and 1981-2010) and also for the past 50 years (1961-2010) and we compared the obtained values in order to observe the trendline of annual precipitation amounts. We used synthetics graphs and tables for a better overview of the characteristics of the precipitation amounts in the analyzed region.

Abstract: Spatial variation of stream power in the Buz u and Ialomi a River Catchments (Romania). Stream power is a parameter that quantifies river energy, respectively its work ability. The aim of this paper is to estimate the stream power of rivers from the Buz u and Ialomi a catchments and to present the difficulties in calculating and interpreting its variation. Cross-sections accomplished by the National Administration "Romanian Waters" were used in fulfilling this objective, at hydrometric stations on the Ialomi a, Prahova, Buz u, Basca Chiojdului and Basca Rivers. Based on these profiles, and using hydraulic methods, parameters like flow velocity, discharge and stream power were calculated. Analysis results indicate that the rivers draining the Carpathian and Subcarpathian regions are dynamic. They have a specific stream power of more than 150 W/m2 and are susceptible to rapid evolution. In the Romanian Plain rivers are less energetic (a specific stream power below 40 W/m2, excluding river sectors with braided trends and incised channels). Also they are characterized by a less intensive dynamic.

Abstract: This study has as main purpose the analysis of long-term precipitations variability in Turda. The analysis is based on the time series of climatic data from Turda weather station which covers a period of 56 years (1951-2006). The nonparametric tests to determine temporal trends in climatic data sets are used. The evolution of the observed parameter was complemented by the analysis of the secular trend. Extreme precipitation events were identified using the Standardized Precipitation Index (SPI) computed for a period of 48 months. For each season of drought or wet events, the interval for the accumulation of the deficit or excess of precipitation was at least 4 years. The parametric analysis of long-term drought and wet events proves that the greatest part of the major and medium intensity events are associated with the same periods of pluvial deficit or excess.

Abstract: The paper analyzes empirically, in Romania’s case, the relationships between political regime durability (dependent variable) and economic development & form of government (independent va-riables). The analysis is based on the construction of a linear “Probit Model” and the data set is covering the period 1926-2007. The main results show that, in Romania, the political regime longevity is one in which the demo-cratic system is very strong, the economic development is high and the state is organized in the form of monarchy. By exception, a political regime may have longevity even if the political system is dictatorial, the economic development is insignificant and the state organization (monarchy or republic) has minimal influence.

Abstract: The migration, the organized crime, terrorism, human trafficking affect the societal security. In this context it is possible through the usage of simulation in some family relationships to create theappearance of some legal relationships, in the purpose of attracting the appliance of some legal depositions. The study aims at analyzing the legal mechanisms through which fictional marriage may be a "springboard" for obtaining the legal right to stay in Romania, not with the purpose to start a family, but to infringe the national security, which would lead to fueling immigration by well-knownprocesses: family reunification, mixed marriages, birth of children, inviting relatives, adoption, etc. The interest of foreigners in Romania and its laws using legal channels to achieve an illegal goal increased considerably after Romania's integration into the EU.

Abstract: The historical maximal daily precipitations are discussed in this paper. A period of 100 years of Belgrade observations of the maximal daily precipitations is analyzed. The conclusion is that the historical daily precipitations are not yet appeared in the instrumental period, and the range of 100 years of observations can’t be used for examination of probability of daily maximal precipitations.

Abstract: In the interval 22-27.VII.2008, in the North-East of Romania and the South-West of Ukraine fell considerable quantities of precipitations after the passage in these areas of a cyclonic formation, well outlined, with a retrograde character and which, at the contact with the highest slopes of the Wooded Carpathians, allowed the precipitation of large amounts of water, which were took over by the Prut and his affluents or other hydrographical arteries. At the entrance in Romania, at Oroftiana, a few days later, the Prut had an impressive flow of flash flood (over 4000m3) mainly produced by the precipitations that fell on the Ukrainian territory. The precipitations fallen in the Romanian part of the basin (County of Botosani) or in the Moldavian part (district of Edinet) brought only an insignificant contribution to this flow
An Analysis of Highest Diurnal Precipitations Changes and Their Related to Annual Precipitations in Iran  [cached]

Abstract: In this paper, in order to study of the highest daily precipitations of daily precipitations data in 46 synoptic and climatologic stations that almost covered all part of Iran have been got from the national weather organization and have been used after the extraction of necessary data for a 30-year period from 1976 to 2005. In concerning of data analysis, necessary statistical analyses like data homogeneity test, normality test, correlation test, simple and multiple regressions, variance analysis, Friedman's non parametric test and classification cluster analysis have been used. The results showed that the average of the highest precipitations in all the studied stations during the statistical period of the research, except in two stations of Boushahr and Khoy, don't have any significant difference. Investigation of the changes of the highest annual precipitations in the statistical period in each of these stations showed that these changes are significant in Sanandaj station and in the other stations no significant change is observed. The results also proved that there is a positive and significant relation between the highest daily precipitation and annual precipitation in all the stations which means increase in the annual precipitation the highest daily precipitation of stations growth. Finally climatic classification of the stations displays 5 layers in terms of the proportion from highest daily rain to annual rain in the country.
