Abstract: this article examines the politic al dynamics in cali (colombia) after the introduction of the local and regional popular election of executives in order to understand the mechanisms of institutional political change. first, it describes the political dynamics in santiago de cali in 1988 and, finally, presents some mechanisms that explain the transformations undergone in the local political system. the main political mechanisms here underscored are: innovations in the forms of electoral politics, the liberal party's unsuccessful fragmentation, institutional changes suffered by the introduction of electoral accountability of local executives and, finally, changes in cali voters.

Abstract: On January 11, 2008 Bangladesh stepped into its second year under a ‘state of emergency’ with the army backed caretaker government reeling under a number of difficulties on the political and economic fronts. Although Bangladesh has been experiencing ‘state of emergencies’ since the Pakistan period the pattern of this ‘emergency’ is distinct one in nature. This is going to be the longest episode of ‘emergency’ the country experiencing with truncated fundamental rights. Before January 11, 2007 the political situation over a parliamentary election turned so chaotic that it called for such stern action. Major political parties, general citizens along with the civil society are now demanding the withdrawal of the ‘emergency’. This paper looks at the ground and outgrowth of the first year of the ‘state of emergency- 2007’. Key words: Bangladesh, state of emergency, ground and outgrowth Résumé: Le 11 janvier 2008, la Bangladesh est entrée dans la deuxième année sous un état d’urgence avec l’armée qui soutien le gouvernement de gardien dépassé par un tas de difficultés sur les fronts politique et économique. Bien que la Bangladesh a connu un état d’urgence dans la période pakistanaise, le modèle de cette urgence est bien différent par sa nature. Il va devenir l’épisode d’urgence le plus long que le pays conna t avec des droits fondamentaux tronqués. Avant le 11 janvier 2007, la situation politique après une élection parlementaire s’avère si chaotique que le pays recourt à une telle action sévère. Les partis politiques majeurs, les citoyens et la société civile exigent maintenant la retraite de l’ urgence . Abstract: since 1988 there have been eight mayoral elections in colombia. in barranquilla, the introduction of popular elections for mayor has proved to follow apattern of dynamic alliance formations centered around strongpersonal and factional presence and weakpoliticalparties and movements. however, this arrangement has produced its own kind of stability. this paper examines the eight popular mayoral elections in barranquilla, assesses the degree of party institutionalization, inter party completion and alliance formation between different party factions. it argues that political groups show a great adapting capability to new rules and that is why political reforms have not had an important impact on their behavior. we conclude that applying traditional political party theory presents difficulties in explaining patterns of party affiliation and alliance formation.

Role of the political parties in the provision of health services. Colombia 2007-2008

Abstract: Objective: This paper presents one of the categories that emerged from a study carried out to achieve a comprehension of decisions related to delivering health services, within a restrictive environment offered by the Colombian Social Security System for Health. Methodology: The study was carried out in six cities of department, which conducted an average of 29 in-depth interviews by city, doctors, nurses and administrators (179 in total), belonging to 96 public and private health institutions. Also 10 focus groups with users of health services were carried out. Results: The nexus between the state institutions and the political parties is preset into the whole processes of provision of health services in the Colombian health system. With the decentralization process and the Social Security System for Health, the nexus between the political parties, the economic groups involved as health insurers and the political patronage have been strengthened, and they dominate and control the political, economical and administrative decisions of the health system. The Social Security System for Heath, as health policy, founded on neo-liberal approach, and the clientelistic practices of the political parties do not promote the public values rather than they promote private interests, which generates conflicts with the values and the citizen rights established in the Colombian Political Constitution of 1991.

Abstract: Undertaking a content analysis and analyzing the literature corresponding both to the role of the Internet in modern election campaigns (cyber campaigning), as well as that which assesses the crisis of public communication and the democratic potential of the Internet, this article explores: a) how and to what extent did Croatian political parties utilize the marketing potential of the Internet during the 2007 parliamentary elections; and b) how and to what extent did they use the Internet to encourage citizens(on or offline) to participate in the political sphere. The results indicate that during the 2007 Croatian Parliamentary elections, political parties only partially utilized the potential advantages of Internet marketing. An analysis of the elements of interactivity revealed that campaigning parties generally did not use the Internet as a means to engage voters. The results in this study, however, confirm a number of trends found in other countries. The use of the Internet as an instrument to engage citizens online and increase political participation has not confirmed the optimistic predictions surrounding this issue.

Abstract: En escenarios locales se tejieron muchas de las estrategias de reacomodamiento partidista vivido en el transcurso de los últimos 30 a os de la vida política colombiana, al calor tanto del reajuste normativo como de los procesos de cambio en las organizaciones partidistas. A propósito de este asunto, este artículo muestra cómo los partidos políticos tradicionales colombianos usaron la estrategia de fragmentación para obtener mejores resultados electorales y dominio de las curules en el Concejo de Medellín entre el a o 1988 y el 2000. Igualmente analiza el vínculo entre el cambio en las reglas de juego del a o 2003 y la implantación de viejas prácticas y procesos de reacomodo para sostener algunos logros electorales. Y explica las estrategias individuales de los candidatos en cada partido durante el periodo 1994-2007, ayudando a entender el comportamiento de los individuos en escenarios altamente fragmentados y competitivos. A partir de la aplicación de diversos índices cuantitativos se demuestran los procesos de adaptación de los políticos locales en escenarios normativos diferentes. Many of the strategies of political party rearrangement that had been witnessed over the last 30 years in Colombia's political life were gestated in local scenarios hand in hand with normative readjustments as well as processes of change within the interior of political party organizations. This article shows how Colombia's traditional political parties used the strategy of fragmentation to obtain better electoral results and a dominion of the seats in Medellin's Council between 1988 and 2000. Equally, the article analyses the link between the change in the rules of the game in 2003 and the implementation of old practices and processes of rearrangement as a means of sustaining certain electoral achievements. Moreover, the article explains the individual strategies of the candidates from each party during the period 1994-2007, in helping to understand the behavior of individuals in highly fragmented and competitive scenarios. Through the application of various quantitative indices is shown how the local politicians adapted their behavior to different regulatory scenarios.

Abstract: The emphasis of this paper is on the political economy of the subprime mortgage crisis in the United States and how the policy makers contributed to it through their legislation and regulations, made under the rising influence of interest groups and the lobbying activities of the finance industry. The “Great Recession” of 2007-2009 began as a bubble-burst in the mortgage market in the United States that spilled over to the entire financial market of the US, and afterwards to the integrated world financial market. The crisis sprang up over the US real sector and, due to the decline in US aggregate demand, spread consequently to the real economy of the rest of the World. No sound evidence has been given for the publicly proclaimed idea that the causes of the crisis lie within the self-regulating free market. The causes of the crisis lie primarily in the activities of political power, i.e. in the extensive government regulation which has, under the strong influence of interest groups and the lobbying power of financial corporations, led to favouritism in macroeconomic policies and inefficient resource allocation. Regulation was enforced by stimulating affordable housing through government sponsored enterprises, oligopoly of the rating agencies, banking regulation and an increasing connection between government and the finance industry.

Abstract: Observando las ocho elecciones populares de alcalde que se han realizado en Barranquilla (Colombia) entre 1988 y 2007 y a partir del análisis de sus resultados electorales, conformación de las alianzas y de entrevistas a líderes políticos, se encontró que la política en la ciudad responde a dinámicas personalistas faccionales coyunturales y desideologizadas, que sin embargo han generado una forma propia de estabilidad en el sistema. Los partidos presentan alto grado de desinstitucionalización, el sistema electoral muestra síntomas preocupantes de deslegitimación y el sistema de partidos es precario. Los grupos políticos muestran una gran facilidad de adaptación a las reglas de juego, y por esa razón no ha sido significativo el impacto de las reformas políticas sobre su comportamiento. La aplicación de la teoría tradicional se dificulta porque está pensada para otros contextos poco equiparables con las particularidades de la política local.

Abstract: 城市湿地是城市生态安全体系构成的重要组成部分。以深圳地区为工作区,利用多时段遥感资料和土地利用变更调查数据,进行1988—2007年期间工作区内湿地景观动态变化特征分析,探讨快速城市化背景下湿地景观动态变化的成因。结果表明,研究时段内深圳市湿地总面积损失了35.7%,不同湿地类型及不同行政单元内湿地的动态变化表现出明显差异。建设用地扩张是工作区内湿地损失的主要原因并且其影响表现为一种非均匀过程;功能差异是导致不同湿地类型之间动态变化差异的主要成因;区域社会经济和自然环境条件差异是导致不同行政单元之间湿地动态变化差异的主要影响因素。
