Abstract: The paper sets out why creativity has become so important to urban and regional economics. It focuses on the role of creativity, creative industries, creative economy, creative class and creative cities for the modern urban economics. It points out the idea that the power of the future economy lays within the development of the creative city. The aim of a creative city is to make us to think of our city as a living work of art, where citizens can involve and engage themselves in the creation of a transformed place. Every city can be more creative that it currently is and the task for the city wanting to be creative is to identify, nurture, harness, promote, attract, and sustain talent and to mobilize ideas, resources and organizations.

Abstract: Being creative revolutionizes things toward novelty. And any revolution is messy, quiet or noisy, bloody or no. Novelty upsets the existing order of things, and so being creative is quite topsy-turvy, impossible to chart in advance. This essay adumbrates such messy creativity in five ways: one, being creative is not all-chaotic, two, being creative is not all-arbitrary, three, being creative is repetitive, four, being creative is graded, and finally, how necessary being creative is. This essay treats this theme of being creative never treated in any essay anywhere, yet the theme is absolutely indispensable for being alive as human that is part and parcel of being creative. Without being creative we are reduced to mere subhuman existence.

Abstract: Can we move beyond simply networking creative individuals to establishing diverse communities of practice for innovation through discursive methods. Furthermore, can we digitise their creativity activities within an integrative socio-cultural collaborative technology platform that could then support distributed innovation. First, we consider the complexity of creative cultures from the perspective of design innovation, including how to nurture creativity activities in what we call Creative Gardens. Specifically, how they could grow, diverge, and combine, be- ing cultivated to nurture emergent, disruptive, collaborative innovation. Then, we consider the digitisation of Creative Gardens from the perspective of digital culture. Specifically, the tenets of Creative Gardens as dynamic and innovative communities. This includes considering the challenges and opportunities around digitisation, the influences around the connectivity with knowledge cultivation, and the potential for distributed innovation as collective intelligence to utilise diverse expertise. We conclude be considering the importance of the issues and questions raised, and their potential for the future.

Abstract: This paper covers the design and construction of a robot that is able to extinguish a fire. This robot is fully autonomous and implements the following concepts: environmental sensing and awareness, proportional motor control. This robot processes information from its various sensors and key hardware elements via SMCL microcontroller. It uses Ultraviolet, Infrared and visible light to detect various components of its environment. A robot capable of fighting a simulated tunnel fire, industry fire and military applications are designed and built.

Fighting Cybercrime in Africa

Abstract: Cyber threat is a big issue in Africa. A lot of cybercrime emanates from the continent, and threats spread easily because many servers and computers are not properly protected. Africa, as a continent, is vulnerable to a range of online criminal activities, including financial fraud, drugs and human trafficking, and terrorism. A Deloitte survey published by BuddeComm, an independent research and consultancy company , in the year 2011, found that banks in Kenya, Rwanda, Uganda, Tanzania and Zambia alone had lost US$245 million to cyber fraud which is quite a lot of money for countries without a highly developed banking systems. The aim of this study was to assess the efforts being made by African countries in fighting cybercrime. Towards this direction, specific structures put in place by East and West African countries were reviewed with Africa's capacity to win the fight against cybercrime as an overriding concern. The research revealed that the way forward is for Africa to learn from the experience of developed countries in fighting cybercrime. The fight against cybercrime requires coordinated effort among all stake holders such as government bodies, educational institutions, business organizations and law enforcement authorities.

Abstract: The main objective of this paper is the analysis of Romanian accounting regulations and the identification of the impact they have on creative accounting techniques. Also, we shall investigate the influence some of these creative accounting techniques have on the true and fair value. Basically, we desire to answer the question: to what extent is being affected the true and fair value reflected within the financial statements of a certain entity by appealing to creative accounting. At international level there are several papers having as subject creative accounting, most of them emphasizing the negative role it has upon achieving the true and fait view. The papers that analyze creative accounting techniques in Romania are rather few, reason to start studying the extent to which Romanian accounting regulations allow the use of creative accounting techniques. We shall use the experience comprised within papers published at international level in order to substantiate an objective analysis of creative accounting techniques in Romania and of the impact they have on true and fait view. Being familiar with the creative accounting techniques is equally useful to the entire palette of accounting information users, including the researchers, for one can quantify the positive or negative impact they have on the true and fair value. One can bring suggestions to modify the accounting regulations, if some creative accounting techniques affect the legitimate interests of certain accounting information users. Also, one can perform analyses regarding the situation of this field in Romania in comparison with the existent situation in other countries. The paper's originality is given by the study on the impact of applicable accounting regulations in Romania on creative accounting techniques. There are very few studies in this field in our country and we appreciate that it would be a useful source for the accounting information users. Also, the usefulness of this study is given by the suggestions concerning the instruments to identify the creative accounting techniques that have a negative role on financial statements, so that they would keep their relevance and credibility for the users of accounting information.
The Coordinates of the Creative Accountancy Practices in the Background of the Romanian Economy

Abstract: In Romania, where the inflation nucleus is omnipresent and the exchequer taxes are a curse for the development of the enterprises causing a ‘leak’ in the budget of its substance, the re-treatment techniques of the financial situations have become a ‘bridge of despairs’. Seen in this background, creative accountancy is the process that manipulates the accounting figures due to the breach existence in the rules, and, by taking advantage of flexibility, those measurement and informational practices are to be chosen thus allowing a change within the synthesis documents from what they should be into what the managers really want them to be, or the process that enables transactions to classify in such a way that they allow getting the accounting outcome desired. By its meaning and effects, using creative accountancy is difficult to be identified. Just as difficult is getting creative monetary situations corrected in the view of some relevant decisions. The main source of information about the making up of the accounts is represented by the accounting politics situation enclosed in the annexes. However, the accountant will never enclose in the annexes the information concerning the fact that he has made use of creative accounting methods or about the way in which these can be traced back.
