Reforming of Public Services Management Case Study: Licensing Service in Yogyakarta, Indonesia

Abstract: This study aims to analyze the management of licensing service reform in Yogyakarta, Indonesia and the factor that inhibitant the reforming process. Mixed method approach in sought to determine the management of public service reform in the licensing service. Data collection was conducted through a study of literature, review previous research, in-depth interviews and focus group discussion which refers to the thirteen indicators in the chain of service licensing procedures, the power of innovation, decentralization of services, an understanding of the policies, work service flexibility, communication, customer research, the pressure from above, the issue of cooperation, commitment, culture, and understanding of bureaucratic reform. This study enrich previous research about license service which using SERVQUAL and Important Performance Analysis conducted by Rahayu, Fitriati, and Kurniawan (2012). Previous research finds a low assessment of the licensing services. Licensing service provider is less responsive to public expectations. Further, this study finds that there is a demand for growing public expectations dynamically along with the high quality of services provided. Recommendations for subsequent research are the importance of public service reform management an ongoing basis, in accordance with local knowledge and the development of society is always dynamic.

Abstract: Governments are accountable for providing quality public services to their citizens at the most favourable terms. They are, among other issues, responsible for managing a diversified public asset portfolio.This paper examines one of the critical financial challenges in Croatia: managing public sector assets efficiently. It attempts to facilitate better understanding of public asset management as an integral part of public sector reforms. The lack of reliable information on public assets in place hinders determination of the assets’value, budgeting for asset management activities and evaluating public asset portfolio performance. As a result, assets are managed on an ad-hoc, often reactive basis. Starting from the concept that public authorities have to be fully accountable to the public, we propose the preconditions necessary for commencing proper public asset management practice in Croatia. Our model might help other countries that are also faced with public asset management inefficiency.

Abstract: Land management and natural resource public policy decision-making in the United States can benefit from two resource damage/recovery concepts: ecosystem service (ES) and critical load (CL). The purpose of this paper is to suggest an integrated approach to the application of ES and CL principles for public land management and natural resource policy decision-making. One well known example that is appropriate for ES and CL evaluation is examined here: the acidification of soil and drainage water by atmospheric deposition of acidifying sulfur and nitrogen compounds. A conceptual framework illustrates how the ES and CL approaches can be combined in a way that enhances the strengths of each. This framework will aid in the process of translating ES and CL principles into land management and natural resource policy decision-making by documenting the impacts of pollution on environmental goods and services that benefit humans.

Abstract: Mobile ad hoc networks involve communications over a shared wireless channel without any centralized infrastructure. Consequently, in an optimal solution, management and security services depend exclusively on network members. The main contribution of this paper is an efficient public key management scheme that is suitable for fully self-organized mobile ad hoc networks where all nodes play identical roles. Our approach implies that the operations of creating, storing, distributing, and revoking nodes' public keys are carried out locally by the nodes themselves. The goal of the presented methods is the improvement in the process of building local certificate repositories of nodes. In order to do it, an authentication solution based on the web of trust concept is combined with an element of routing based on the multipoint relay concept introduced in the optimized link state routing protocol. Our proposal leads to a good tradeoff among security, overhead, and flexibility. Experimental results show a considerable decrease in resource consumption while carrying out the certificate verification process.

Abstract: Public service reform is a global phenomenon. Increased requirements and pressures made by the users imply finding the adequate form of modernization. Public service transformation aims at providing services in a more effective and efficient way, with enabling a better service providing. In such an environment, manager’s role is crucial for the success of public service transformation. The intention of this paper consisted in determining the nature of relations between the way in which the managers are chosen and efficiency of Serbian public services functioning. The presented case study has served us as an illustration of the extent to which existing practice of selecting the managers in public services of Serbia influences the successful reform and functioning of those organizations. Basis of the research sample consisted of th employees in public services in the territory of Srem, one of the regions in Serbia. Basic assumption would be that there is a significant correlation between the existing practice of selecting the managers and successful management within public services and that was proved by this study. Research and analysis of the results obtained have indicated that the current way of selecting managers in public services of Serbia is largely a significant barrier towards the creation of efficient management, capable of creating a better service for the users.

Abstract: In recent decades, the number of vehicles in India has increased enormously, which results in rigorous traffic congestion and pollution in urban areas, especially during peak hours. This paper describes an implementation of Real Time Query System (RTQS) for public transportation service using ZigBee and Radio Frequency Identification (RFID) as a communication medium. The System is a Demand Responsive Transit (DRT) but it is more competent and suitable as it entertains passenger?s demands and gives data such as bus locations, bus number, and number of persons inside the bus in real time. The real time synchronization of this system makes this system more informative and distinctive when compared with other DRTs. Moreover, this system is more flexible and efficient when compared with the conventional systems. This paper discusses the usage of wireless technologies in real time query system and how to make it more reliable using wireless technology ZigBee and RFID.
