Land Quality Evaluation of Land Development and Consolidation Project:the Case of Land Reclamation Project of Zhuanghe City, Liaoning Province

Abstract: The objectives of land consolidation and rehabilitation (LCR) in China is to form a rational, effective, and intensive land use pattern, increase effective area of cultivated land, enhance land use efficiency and meet the demands of socioeconomic development to land, through taking some countermeasures. Usually, the LCR projects are divided into three types, i.e. land development project, land consolidation project and land reclamation project, according to their characteristics. Land quality evaluation of LCR project is a new field with the characteristics as follows: a) with a small evaluation area; b) with a high difficulty to obtain the quantitative value of evaluation factors; and c) with an obvious change of land quality in project area before/after carrying out LCR. According to the characteristics of eco-environment in project area and aiming at the influences of LCR on land quality, physical conditions and arable land capital construction are taken as two main basic factors to establish appraisal index system. Two methods of multi-factors synthetic judge and standard plot judge are applied to evaluate the land quality in land reclamation project area of zhuanghe city, Liaoning province, before/after carrying out LCR. Before carrying out LCR, the cultivated land quality in project area were classified as three grades: the area of first-grade is 11.4 hm~2, and makes up 10.3 percent of the total area; the area of second-grade is 5 hm~2, and constitutes 4.5 percent of the total area; and the area for third-grade is 27 hm~2, and makes up 24.4 percent of the total area. The quality of all cultivated land attained first-grade through land reclamation. The area of garden plot amounts 55.4 hm~2, and makes up 50 percent of the total area. The integrated quality of garden plot is enhanced to first-grade from second-grade before carrying out LCR, through changing garden plot from sloping fields to terraced fields, improving soil quality, increasing irrigation facilities, and improving or building roads.The evaluation methods adopted in this paper have the advantages of reflecting both the change extent and the local level of land quality before/after carrying out LCR. However, to some extent, the evaluation results have certain subjectivity because of the small evaluation area and the difficulty to obtain the quantitative value of evaluation indices, which make more qualitative indices in total evaluation indices. Lessening the subjectivity in the process of evaluation is one of the important contents improving the accuracy of land quality evaluation of LCR project in the future.
Evaluation of ecological effect and landscape pattern in land consolidation project

Abstract: Constrained by research extent, evaluation of ecological effect in land consolidation project is relatively lacking at present. In addition, attention has rarely been paid to the systematic analysis of optimized goals of landscape pattern and ecological effect in land consolidation planning. Based on GIS and landscape metrics, this paper made an evaluation of the ecological effect by a proposed indices system towards the optimized landscape pattern through a typical land consolidation project. The proposed evaluation indices were oriented to five goals including promoting bio-diversity, maintaining material and energy circulation, stabilizing landscape pattern, keeping the level of life environment quality, and increasing ecological service value. The result of the employed land consolidation project in the paper showed both positive and negative ecological effect. The positive effect was indicated by the increased largest patch area, contagion index, corridor width and connectivity, corridor buffers, vegetation cover and strengthened functional zone along with the decreased patch density. Meanwhile, negative effect was manifested by the increased landscape diversity, decreased fraction dimension and reduced ecological service value. The paper thus finally suggested that landscape design and ecological protection must be taken into account in land consolidation planning.

Abstract: In order to gain the expected benefits from land consolidation projects, the carried out projects are required to provide optimum project conditions. On this account, the success of the project is stated by the aid of various indices. This study aims to present the utility of some metric parameters used in analyzing landscape fragmentation in assessing the land consolidation work. In this study the pre- and post- consolidation conditions of the villages of Serem and Beykoy (in Turkey) were used. In the light of the obtained results, it was concluded that these indicators can be used successfully to determine the success of land consolidation project.

Abstract: Land consolidation is a set of spatial-planning, legal, organizational, economic and technical measures undertaken for the purpose of improving natural, economic and ecological living and labour conditions in a land territory. Land consolidation, also, encompasses planning and renewal of rural settlements and accordingly, is a strong driving force for overall development of settlements (rural development) and environmental protection. This paper is primarily based on the observation of conditions and effects of the new model for land consolidation and rural development in Serbia, according to the proposed Land Consolidation Strategy and Pilot Project for Land Consolidation for the municipality of Velika Mo tanica. .
Partition and Ecological Design Technology of Land Consolidation Project in Tropical Platform Area

Abstract: 摘要 在分析海南省热带台地耕地整治数量、质量潜力的基础上, 综合考虑气候、土壤、地貌等条件与区域农业发展方向, 将海南省热带台地土地整治划分为4个区域: 琼东现代农业整治区、琼南农旅一体化整治区、琼西生态调节整治区和琼北高产高效整治区, 并分析各个区域的特点、整治潜力及整治重点方向和关键技术。结合海南建设国际旅游岛的背景, 确定台地不同区域的生态化整治措施, 包括对田块、道路、沟渠、防护林的生态化设计方法。研究结果可以为因地制宜地进行台地区域耕地整治, 探索热带台地地区生态化整治措施, 提高海南省热带台地地区的土地整治水平提供科学依据。
Abstract Considering the climate, soil and landform characteristics of tropical area, agricultural development direction and other conditions, the authors explore the land consolidation mode of tropical platform area in Hainan Province based on the analysis of cultivated land consolidation potential. There are four types of land consolidation, the modern agriculture pattern in eastern area, the agricultural tourism integration pattern in southern area, the ecological regulation pattern in western area and the high yield and high efficiency renovation pattern in northern area. Then, the characteristics, potential, the focus of land consolidation direction and key technology of each pattern are analyzed. Combined with the construction of Hainan international tourism island, this paper explores the ecological design modes and scheme of land consolidation project in tropical platform area based on the existing design in land consolidation project, including the design modes of plots, road, irrigation canals and ditches, to meet the climate and landform characteristics of tropical area. The research can provide a scientific basis for the planning and design modes of land consolidation in tropical platform area.
Planning and Designing of Land Consolidation Project in Cracked -Terrain Area based on GIS Technology: A Case Study in Fenggang Town, Nankang City, Jiangxi Province

Abstract: Land reclamation and consolidation plays an important role in keeping dynamic balance of cultivated land conservation, while cracked-terrain land consolidation is one of its important parts. The characters of cracked-terrain land in terms of land shape, surface fluctuation, soil classification, and soil fertility make it much more complicated to plan and design the project of land reclamation and consolidation. The cracked land has great potentials to be developed because most these lands are unused and with large areas. The author analyzed the principle and method of the planning and designing of land consolidation project under aid of by GIS technology and made grid treatment on the contour lines and reference point of the topographic map at scale of 1 to 5 000. The grid cell is 5m×5m. Through ArcGIS software, the data was treated to get the image of the project region and 3D terrain model was established by based on digital contours for modeling the terrain of the project area. Land consolidation suitability evaluation, project plan and selection, and engineering design were discussed with assistance of Geographic information system (GIS). The study proved that the 3D terrain model could provide important foundation for the suitability evaluation, project plan and selection, and engineering design.
Comprehensive Benefits of Farmland Consolidation in Hubei Province

Abstract: Land consolidation is the important new platform of rural construction and urban and urban-rural development. Increasing the quantity and quality of cultivated land, along with the ecological environment are the new objectives of land consolidation in China. Hubei province is located in central China and a major grain producing area. Using agricultural land consolidation data for Hubei province over three years and 17 evaluation indices, the economic, social and ecological benefits were selected to establish an evaluation index system. Gray relational analysis was used to evaluate the comprehensive benefits of farmland consolidation in Hubei province. We constructed optimal conditions of farmland consolidation and concluded the association between the actual consolidation situation of each city with the optimal one. The comprehensive benefits of farmland consolidation in Hubei province are significant, for example, the increased cultivated land rate was maintained at 3%-4%, productivity improvement rate was 10%, new cultivated land per ten thousand CNY of investment can support 1500 people, and the average increase rate of green vegetation coverage was improved 2.3%. The order of agricultural land consolidation comprehensive benefits in Hubei from high to low was: Xiangyang > Wuhan > Huanggang > Ezhou > Xiaogan > Xianning > Shennongjia forest region > Yichang > Suizhou > Huangshi > Shiyan > Xiantao > Jingmen > Enshi > QianJiang > Jingzhou > Tianmen. The benefits in the mountains of northern Hubei were average, probably because of the huge potential of agricultural land consolidation in this area. Since the natural farming condition of Xiantao, Qianjiang, Tianmen and Jingzhou (representations of Jianghan Plain) is already high, farmland consolidation did not play an important part in improving agricultural comprehensive efficiency in these four cities.

Abstract: In Lithuania land reform is essentially changing the land-use system of this country. Today many deficiencies of this system are evident. Former collective farms and large plots of land have been gradually changed into smaller ones. A result of this process has revealed various drawbacks: such as lack of roads leading to the land use, land-owner's land formed of several plots, small land areas, irregular land plots configuration. With the growing up competition in the market, it is difficult for small farms with small plots of land to compete not only with the European Union countries but in the local Lithuanian market as well [ aplikas J., 2002]. A number of sites aggregated for one land use, convenient access to the land use and other important economic, agricultural problems can be solved by consolidation projects. For many years land consolidation projects have been prepared not only in European but also in Asian countries, while Lithuania is just starting to develop them. Our designers draw the ideas from foreign experts. In China land consolidation projects are being developed both in rural and urban areas, thus their designers and engineers can more effectively control their sustainable development [Manchuan Li, 2010]. In January 2011, the National Land Service under the Ministry of Agriculture informed Lithuanian society that requests for new land consolidation projects were being collected. However two questions remain open, namely, how designers will eliminate all barriers which have hindered the first projects, and whether new projects will economically be as effective as those developed in Germany, Denmark and the Netherlands. This study involves analysis and evaluation of the consolidation project implemented in Plung s district, ateikiai cadastral area. The respondents are participants and an organizer who has analyzed the views on the progress and results of the project. Results show that our country experts should set more ambitious objectives for the project which should become a tool for correcting land reform mistakes.
The Arable Land Potential Calculation in the Land Consolidation Project of Rural Habitat under Natural and Economic Limits in Tianjin

Abstract: Because of the cultivated land loss due to rapid urbanization process and arable land deficiency,the Chinese government has paid much more attention to the recultivation of rural habitat.According to the calculating results from the Ministry of Land and Resources,there would be 2.87 million ha of cultivated land that can be increased through land consolidation of rural habitat in 2010.But it is not necessary to transform all the rural habitat into cultivated land in land consolidation process,because there are many natural factors that limit the cultivation properties of rural habitat.And also the re-cultivation of rural habitat must consider the economic benefit,i.e.,consolidation of rural habitat must be economically viable.This paper develops a specific mathematical model to calculate the arable land potential in the land consolidation of rural habitat in China.Tianjin was taken as a case for the study of the arable land potential calculation in the land consolidation of rural habitat.The data came from the land use map,soil map and water resources map of Tianjin in 2004.Firstly the naturally suitable evaluation indexes were selected as the calculation basis of arable land potentiality in the land consolidation of rural habitat.The natural limiting correction coefficient of potential arable land in the rural habitat consolidation in Tianjin was 0.393-0.954.Then the naturally arable land potentialities in the rural habitat consolidation in Tianjin are 143.198-9117.865 ha in 2010 and 188.125-9397.091 ha in 2020 by multiplying the naturally limiting correction coefficient of potential arable land and total area of the rural habitat.The naturally arable land in the rural habitat consolidation is mainly distributed in Jixian,Wuqing and Baodi counties.Secondly the economically viable evaluation indexes were selected as the calculation basis of arable land potentiality in the land consolidation of rural habitat.The economically limiting correction coefficient of arable land potentiality in the rural habitat consolidation in Tianjin was 0.242-0.813.Then the economically arable land potentialities for the rural habitat consolidation in Tianjin are 64.893-2206.523 ha in 2010 and 68.289-2274.096 ha in 2020 by multiplying the economically limiting correction coefficient of potential arable land and the natural arable area of the rural habitat.The economically arable land in the rural habitat consolidation is mainly distributed in Ninghe,Xiqing and Dongli counties.Not only the natural suitability but also the economic viability should be considered when calculating the potential arable land for the rural habitat consolidation.
Benefit evaluation of land consolidation based on productive-ecological-living function: A case study of three project areas in Inner Mongolia

Abstract: 为研究不同区域类型的土地整治工程在生产、生态、生活功能方面所体现的效益,选取内蒙古3个不同类型区域的土地整治的案例,采用层次分析法(AHP)、专家打分法和模糊综合评价方法构建三生指标体系,对土地整治后效益进行评价。结果发现土地整治获得的各项效益具有一定的协同提升作用,但体现在各项指标层次上仍具有一些差异:在自然本底条件好的地区获得的生产效益的提升大于自然条件较差的地区;人口密集区域的生产、生活服务性设施的改善明显强于人口稀疏地区;具有较多限制性自然条件地区获得的生态效益的提升大于自然本底条件的区域。因此,在土地整治应该充分做到土地整治工作的开展与当地自然条件相契合,挖掘发展潜力,以现有的生产能力和生态环境为基础,提高整治效益。
To investigate the impacts of consolidation,rehabilitation and development on land production,ecology and life benefits,three typical project areas in Inner Mongolia Autonomous Region were selected.The benefits of land consolidation were evaluated by analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method.The results showed that the benefits of land consolidation had some synergistic effects,but there are still some differences among productive,ecological,and living functions.The improvement of production efficiency in the areas with good natural background was greater than that of poor natural conditions.The improvement of the production and living facilities in the densely-populated areas was obviously more significant than that in the sparsely populated areas.The land consolidation should be fully carried out according to the local conditions,digging its development potential to improve consolidation efficiency.
