Abstract: The project management approach in this course material is based on two main directions,one on management as a process and management of a second level of coverage project.The approach considered normal scale starts from a research project and has precisereferences to the research project level considered necessary and sufficient for the students.The two directions aim to cover resource management, elements of planning, coordinationand team management decision, evaluation and communication. These will be treatedalongside a project management structure> initiating, controlling and concluding theproject. Once the working group is heterogeneous, the introduction of all items is madefrom the base-level construction .Thus presenting some of the components, methods ortools may seem too detailed for students who they know or have used full or partial. In ideato get a relatively uniform basis of work, this mode is necessarily revealed.

Abstract: Given the complexity of modern society and the spread of the newest communication technologies, crises are an inherent part of our day-by-day life. Nobody can be exempted from them. Several specialists call them “normal” events in any organization’s life. But, because of their extend, or maybe because of their “normality”, there are just a few organizations that get prepared in advance in order to face a crisis. Because of their complexity, crises need several skills so as to resolve them. The entire organization has to prepare and work together to turn a crisis into a successful moment in the organization’s history. What kind of preparation can be done is a question that will find answer in these pages. Also, it is important to find out if really these crises can be or cannot be turn into the organization’s advantage.

Abstract: Regional Development – Strategic Objective or Multicausal Challenge? The phenomenon of regional development, defining for the present evolution of civilization, is in the process of settling its multiple and complex meanings, of determining the logistics it claims, of specifying in a rigorous manner the actors that support and promote it. The hypostasis of strategic objective that it induces is given by the need to manage a finite space in the context of infinite demands, to counterpoise globalisation and its adverse, perverse effects; by the paramount importance of universities in achieving its desiderata; by the undisputed role that regional development will play in foreshadowing the solutions to exit from the present crisis. Among the challenges of regional development, we mention its searches to control complexity, the metamorphosis of the unique matrix of the centralized national sate into a political-administrative system composed of development regions with a wide economic and social autonomy; its increasingly visible role as political weapon; its decisive contribution to the resilience of territorial systems.

Abstract: Ethics in management has as the main object of activity the creation of an ethicalorganizational culture. Most ethical problems are related to human resources management.This paper presents a brief overview of human resource management and factorsinfluencing it, with emphasis on ethically sensitive activities. Ethical decision in humanresource management is treated as a dynamic process with multiple steps that meet certaincriteria and adhere to a set of moral principles. There are outlined the ways in whichmanagement decisions conform to ethical requirements.

Abstract: The management of human resources could be defined as acomplex of interdisciplinary steps taken in recruiting, selecting, hiring anddirecting the personnel via a performing and ergonomical organization ofwork and providing material as well as moral incentives until the conclusionof the labour contract. This definition would point at the “person–requirement” system, where the individual occupies a central position, beingcompelled to respond to the requirements of all factors. The paper aims atanalyzing the reward management problem, from the viewpoint ofconsidering the individual as the most valuable asset of any organistation,and the human resource investment as the best way to ensure of its survival.

Abstract: Territorial management and planning of, although the result of urban planning is based on theconcept of decentralization of functions, assuming that it must take into account population density,the network of settlements, the potential economic, employment, educational functions, health,cultural, sporting and other distributed across the territory in line with potential natural and socioeconomicconditions existing.Decentralized systems of cultural activities exist in countries with a cultural tradition and state thatallowed the existence of several cities mutually independent, university and independent culture.The real flowering of culture and urban type of practice it takes place after year ‘68.Over time, cultural policy began to be received according to the economic development of citymarketing and, possibly, its reconstruction. It is interesting that many cities whose economic andfinancial power decreases, they will increasingly invest in culture, to act to protect culturalproperty created in the previous period.
