Abstract: This paper develops a computational model to explore the effect of veto players in presidential regimes. We discuss the relationship between the legislative powers of the president and the configuration of veto players, and analyze how the number of legislative parties and their cohesion affect policy stability we develop a computational model to estimate the simultaneous impact of these factors in a conventional two-dimensional policy space. The results suggest that party fragmentation has mixed implications while decree authority is a key factor explaining policy stability. The impact of most institutional variables is conditional on the position of the players. Este estudio presenta un modelo computacional para analizar el efecto de los jugadores con poder de veto en regímenes presidenciales. Exploramos la relación entre los poderes legislativos del presidente y la configuración de jugadores con veto, y analizamos deque manera el número de partidos legislativos y su cohesion afectan la estabilidad de las políticas públicas. A partir de estas ideas desarrollamos una simulación para evaluar el impacto conjunto de estos factores en un espacio bidimensional. Los resultados sugieren que la fragmentación partidaria tiene efectos mixtos, mientras que el poder de decreto es un factor clave para explicar la estabilidad de las políticas. El impacto de las variables institucionales está en general condicionado por la ubicación de los actores políticos.

Abstract: Este ensayo explora el surgimiento de la Corte Suprema mexicana y la Corte Constitucional colombiana como actores políticos poderosos. En los a os noventa, México y Colombia emprendieron transformaciones constitucionales que dieron poder a sus altas cortes para facilitar una transición democrática. Estas transformaciones constitucionales abrieron espacio político para que ambas cortes empezaran a desplazar a los actores políticos en las tareas de construcción y mantenimiento constitucional. Pero estas dos cortes cumplen papeles diferentes en sus órdenes democráticos respectivos. México decidió facultar a su Corte Suprema para que vigilara la división de poderes vertical y horizontal mientras que Colombia formó una Corte Constitucional cuya tarea es profundizar bases sociales de la democracia construyendo derechos. Este ensayo argumenta que los cambios constitucionales que ocurrieron son una explicación necesaria pero no suficiente del papel que cumplen estas dos cortes. Su agenda está moldeada por negociaciones políticas de corto plazo y por transformaciones sociales de largo plazo. Simulations of the COMET veto counter  [PDF]

Abstract: A computer model of a scintillator strip veto counter was built in order to verify the efficiency of the cosmic muon veto for the COMET experiment. To tune the model, experimentally measured data were utilized. Three different geometrical configuration of the counter were considered. For one of the configurations the simulation gave the inefficiency of the cosmic muon registration being below 0.0001, which meets requirements of the experiment.

Abstract: Boolean networks are discrete dynamical systems for modeling regulation and signaling in living cells. We investigate a particular class of Boolean functions with inhibiting inputs exerting a veto (forced zero) on the output. We give analytical expressions for the sensitivity of these functions and provide evidence for their role in natural systems. In an intracellular signal transduction network [Helikar et al., PNAS (2008)], the functions with veto are over-represented by a factor exceeding the over-representation of threshold functions and canalyzing functions in the same system. In Boolean networks for control of the yeast cell cycle [Fangting Li et al., PNAS (2004), Davidich et al., PLoS One (2009)], none or minimal changes to the wiring diagrams are necessary to formulate their dynamics in terms of the veto functions introduced here.

Abstract: We perform a careful analysis of the main Monte Carlo algorithm used in parton shower simulations, the Sudakov veto algorithm. We prove a general version of the algorithm, directly including the dependence on the infrared cutoff. Taking this as a starting point, we then consider non-positive definite splitting kernels, as encountered when dealing with sub-leading colour correlations or splitting kernels beyond leading order. New algorithms suited for these situations are developed.

Abstract: Neutrons, originating cosmogenically or from radioactive decays, can produce signals in dark matter detectors that are indistinguishable from Weakly Interacting Massive Particles (WIMPs). To combat this background for the SuperCDMS SNOLAB experiment, we are investigating designs for an active neutron veto within the constrained space of the compact SuperCDMS passive shielding. The current design employs an organic liquid scintillator mixed with an agent to enhance thermal neutron captures, with the scintillation light collected using wavelength-shifting fibers and read out by silicon photo-multipliers. We will describe the proposed veto and its predicted efficiency in detail and give some recent results from our R&D and prototyping efforts.

Abstract: LIGO recently conducted its third scientific data run, S3. Here we summarize the veto and data quality studies conducted by the LIGO Scientific Collaboration in connection with the search for binary inspiral signals in the S3 data. LIGO's interferometer channels and physical environmental monitors were monitored, and events in these channels coincident with inspiral triggers were examined.

Abstract: $\chi^2$ vetoes are commonly used in searching for gravitational waves, in particular for broad-band signals, but they can also be applied to narrow-band continuous wave signals, such as those expected from rapidly rotating neutron stars. In this paper we present a $\chi^2$ veto adapted to the Hough transform searches for continuous gravitational wave signals; we characterize the $\chi^2$-significance plane for different frequency bands; and discuss the expected performance of this veto in LIGO analysis.
