On the Construction of “Sunny Finance” Frame in China  [cached]

Abstract: “Sunny finance” is an inevitable requirement of public finance. Its essence is lawful financing, scientific financing, and democratic financing. China has already gained lots of valuable experiences in the construction of “sunny finance”. However, it deserves deepening researches on how to construct the frame of “sunny finance” and make it be systematic and institutional. In this paper, the author discusses this issue.

Abstract: This study seeks to reveal Bologna Process reform implementations, and the current situations of public finance departments in Turkish universities by addressing the views of public finance students. For this purpose, in the spring semester of the 2011-2012 academic year, a questionnaire was applied to 3rd and 4th grade students of public finance. Data obtained are analysed using frequency distribution, mean values, chi-square independence test, Mann Whitney U test and Kruskal-Wallis H test.

Analysis of Unit System of Xinjiang Production and Construction Corps and Its Ways of Supply of Public Goods

Abstract: 新疆生产建设兵团是以屯垦戍边为基本职能的经济社会组织,上政下企是其基本组织结构,农垦团场是兵团下属的基层企业单位。基于计划经济的背景和当时特殊的历史背景,农垦团场形成了单位制公共产品供给体制。在国家公共产品供给非单位化的改革中,农垦团场公共产品供给体制具有“逆非单位化”倾向,造成农垦团场社会成本沉重,企业经营失范。农垦团场公共产品供给体制创新路径必须明确政府责任、“单位制”历史路径以及“非单位化”的市场化改革原则,构建以政府公共财政为主体、农垦团场经营剩余为补充、市场化供给(特别是借鉴PPP供给模式)相结合的“三轨制”的供给路径。
The Xinjiang Production and Construction Corps is a social and economic organization with the basic function of cultivating and guarding the border areas. Its basic organization structure is functioning as a government body in the upper levels and as enterprises in the bottom levels, and Nongken farms are grassroots business units of the corps. Based on the background of planned economy and the special historical period, the Corps formed a unit public goods supply system. In the national reform of non-unit public goods supply, the Nongken farms supply system turns an inverse tendency, resulting in heavy social cost and anomalous enterprise management. In the innovation of Nongken farms public goods supply system we must clarify the responsibility of the government, the historical path of “unit system” and the principle of market-oriented “non-unit” reform, thus to build a three-rail integrated supply system with the government public finance as the main body, Nongken farms operating surplus as a supplement, combined with market supply (especially from PPP supply mode).
Dynamic Credit Supervision System of Agent Construction in Public Investment Project and Process Design

Abstract: Agent Construction System (ACS) is an important measure to optimize the management of Public Investment Project (PIP), and it's the integration with the international agent construction. This paper analyzes the development status and supervision problems of ACS. At present, varieties of credit loss problems appeared in the construction industry. Agent construction as the specific subject of the public investment non-profit projects, its double identity of "the agent of the owners" and "the main profitability" makes it have a greater dishonesty risk in the case of lack of supervision than other construction market players. Therefore, this paper strengthens credit supervision. This paper constructs fuzzy comprehensive evaluation model based on the entropy of AHP, and designs dynamic credit supervision mechanism of agent construction based on the results of the evaluation. On the one hand credit supervision organization of agent construction is built, on the other hand, the implementation methods of dynamic supervision mechanism is proposed. Agent Construction credit supervision system in this paper fills the blank of credit index system and credit management in ACS, and helps to improve the management level of the Agent, promotes the development of ACS.

Abstract: In China’s western region, to speed up the construction of agricultural product quality and safety system by adopting positive and effective measures has important practical significance. This paper mainly focuses on the issue of China’s western region accelerating the construction of agricultural product quality and safety system. The main contents include: accelerate the construction of standard agricultural product base and push forward the standardization process of agricultural production; examine the agricultural inputs, agricultural production, and agricultural product market carefully and make sure the quality of agricultural product and promote the institutional supervision over agricultural product quality; enhance the agricultural quality and safety monitoring and improve the tracing system of agricultural product quality and safety; strengthen the organization and the leadership, focus on the pilot and demonstration work for standardized agricultural production, and continue to improve the level of agricultural product quality and safety and market competitiveness in China’s western region.

Abstract: In the public services provided by the government, education plays an important part. Providing equal educational service is the basic function of public finance. In terms of equalization of public service, this article remounts to the system changes of rural compulsory education, investigates the practice of the protecting investment in rural compulsory education reform, which now is in the stage of government-supported compulsory education, and objectively evaluates the complicated effect of the reform. Furthermore, some measures on the reform of rural compulsory education are presented.
Discussion on the perfection of environmental public interest litigation system in China

Abstract: 2014年十八届四中全会明确提出要探索建立检察机关提起公益诉讼制度,这为中国环境公益诉讼走出困局迎来了良机。改革开放以来,中国环境污染破坏事故频发,生态环境持续恶化,环境纠纷急剧上升,而环境公益诉讼却一直被“原告资格”卡住瓶颈,环境公共利益长期陷入人、力、法申请司法救济的困局。2012年修订的《民事诉讼法》第55条为环境公益诉讼打开了一扇门,但并没有明确规定环境公益诉讼到底该由谁来启动?何时启动?如何启动?所以该法实施两年多来,中国环境公益诉讼困局仍未得到明显改善。在未来《民事诉讼法》的再修改和最高法的司法解释中,应赋予检察机关、环保组织和公民个人提起环境公益诉讼的原告主体资格,建立以检察机关为主导的多元化、系统化、规范化的环境公益诉讼启动模式。
In recent years, the accidents of environmental pollution or damage occurs frequently, for which the ecological environment is worsening and the environmental disputes rise sharply. Whereas the environmental public litigation faced with the plight of difficulty of start for the qualification of plaintiff, the environment public interest is immersed in the tribulation of no manpower and way applying judicial remedy. The article fifty-fifth of newly revised “law of civil proceduce” opened a door for the environmental public interest litigation, but it is not clear that the environmental public interest litigation is who to start, when to start, how to start. In the future, “environment law” revision and judicial interpretation is a must to make the procuratorial organ or environmental organization or individual qualified to be the plaintiff and establish a diversified and systematic and standardization of the environmental public interest litigation mode which is dominated by procuratorial organ.
