Chinese Agricultural Development Policies and Characteristics since the Reform and Opening up in China  [cached]

Abstract: US scholars have ever proposed the doubt of “Who will feed China?” In the past 30 years or so since the reform and opening up in China, China has fed a population accounting for more than 20% of the total population in the world with an area of cultivated land accounting for less than 10% of the total in the world. And the self-sufficiency rate of grain in China still remains above 95%, which is an impressive achievement in Chinese agriculture, and this achievement has been a result of combined action of multiple factors. However, the most critical factor is the successful implementation of agricultural development policies by the Chinese government in the past 30 years or so ever since the reform and opening up in China.

Abstract: Government reform is not only the current and important issues of public concern, but also a common task that most countries must face. Based on the study of objectives, contents and characteristics of government reform in various stages in China since the reform and opening-up, this article focuses on the analysis of the essentials, characteristics and implications of government reform. The mid- to long-term development trend of government reform in the future is put forward accordingly.

Abstract: Reforming and opening up for three decades, University libraries have great changes in the library, collection, staff, readers ,services and other aspects. Especially, with the development and popularization of the computer communication technology and the network technology, the application of various types of electronic literature, it has changed organization methods of the collection information. Library service has also applied in the each field in library, which has made Chinese library career undertake onto a new stage.
Study on the regional pattern change of social consumption levels in China since the reform and opening up

Abstract: Since the reform and opening up started in 1978,with the establishment and improvement of socialist market economy and the rapid development of commodity circulation in China,the scale of social consumption has been greatly improved.At the same time,some things are changing,such as the regional differences of consumption levels and the regional consumption patterns which results from the differences.In this paper,we firstly analyze the differences of social consumption levels between provinces in China since the reform and opening up based on the variation coefficient and Taylor's index and indicate that since 1978,the difference of social consumption levels between provinces in China in general presents widening trend,but there are some fluctuations.By the analysis of change-point based on Mann-Kendall method,since reform and opening up the differences' changes of social consumption levels in China can be divided into two phases,from 1978 to 1987 and from 1987 to 2008.Using the cluster and discriminate analysis methods,we compare the regional patterns of social consumption levels in China in 1978,1987 and 2008.The results are as follows: in 1978,the social consumption levels in China had prominent north-south regional difference;in 1987,the social consumption level in China not only had north-south difference but also had east-west difference;in 2008,the social consumption level in China in general presents east-middle-west differences in the pattern of ladder.We can find that the regional pattern of social consumption level has been shifted from north-south difference to east-west difference.Finally,we study such indexes which are in connection with the regional social consumption level as the population,economic development level,and investment in fixed assets,income level,savings,financial levels,traffic convenience and industrial structure.By stepwise regression analysis,we analyze the formation mechanism of regional consumption patterns in China in 1978,1987 and 2008.The results are as follows: in 1978,regional pattern of social consumption level was mainly affected by per capita savings of urban and rural residents,per capita expenditure and the proportion of primary industry output value;in 1987,it was mainly affected by per capita GDP,transport accessibility levels and the proportion of tertiary industry output value;in 2008,it was mainly affected by per capita GDP,per capita income and per capita savings of urban and rural residents.

Abstract: 摘要 从世界经济发展的历程来看,国际资本流动是全球化背景下要素流动配置的必经之路,国际直接投资对东道国的经济增长具有积极的推动作用。对于正处于经济发展初级阶段的“一带一路”沿线国家而言,国际直接投资可以通过促进其资本形成、技术水平提升等来推动经济增长。但是由于沿线涉及诸多国家,环境相对复杂,各国经济社会发展水平落差巨大,投资环境大不相同,地区安全风险频发等,这些国家在吸引国际直接投资的时候面临诸多问题,而这些问题本质上与沿线大部分国家处于发展初期阶段,欠缺相对规范的市场经济体制和市场规则紧密相关。中国改革开放以来取得的成绩以及吸引FDI的成就与渐进式改革密切相关。中国采取诱致性制度变迁与强制性制度变迁相结合的渐进式改革经验可以为“一带一路”沿线国家吸引国际直接投资进行制度改革提供有效的借鉴,即建立和完善市场经济体制,培育真正的市场化主体,建立和完善相关法律法规,同时加强国际合作与互助等。
Abstract: Throughout the history of world economic development, international capital flow is the only route to allocating flowing factors under the background of globalization, foreign direct investment (FDI) brings positive effects to push forward the host countrys economic growth. As many countries along the route of “OneBeltOne Road” (OBOR) are still in the early stage of economic development, FDI may help increase economic growth by facilitating their capital formation and raise the level of technology. Considering the complexities and discrepancies among the investment environment and economic development of many OBOR countries, attracting FDI become more challenging for them. The fundamental issue here is that these OBOR countries are mostly in the early development stage, which implies the lacking of normative standards for establishing a market economy system. With the Openingup Reform, China moved slowly but steadily and gradually accumulated its own reform experience, especially combining inductive institution evolution and compulsory institution evolution, leading to marketoriented reform and economic development pattern by incremental reform and other measures, which all provided experiences and references for the OBOR countries.
FDI and Economic Growth: Does WTO Accession and Law Matter Play Important Role in Attracting FDI? The Case of Viet Nam  [cached]

Abstract: This study focused on the impact of FDI on economic growth in the entire of Vietnam and in the provinces which are ranked differently on socio - economic conditions. Based on a panel dataset of 64 provinces and cities in Vietnam and used the fixed - effects estimation method for econometric models, the empirical results show that FDI has a positive impact on economic growth of Vietnam in the period 2000 - 2010. This effect in the provinces with better socio - economic conditions was stronger than in the provinces with worse socio- economic conditions. Promulgating Unified Enterprises and amending Investment Law in 2005 as well as accessing to WTO in 2007 have affected positively in attracting FDI in the period 2006 - 2010. However Law factor has a more positive and stronger impact on FDI attraction of Vietnam than WTO accession. In addition, the study examines the impact of FDI on economic growth by different regions in Vietnam. The results show that FDI has a positive impact on economic growth only exists in 4 of 6 regions of Vietnam in the period 2000 - 2010.
Historic Evolution and Reflection of Physical Education Curriculum Files in Compulsory Education Stage Since China’s Reform and Opening Up

Abstract: 摘要:改革开放至今的30多年是中国教育发展史上充斥变革基调的一个时期,以课程标准和教学大纲为主的课程文件集中折射着这种变革。论文运用文献资料法、历史研究法、文本分析法对我国改革开放以来义务教育体育课程文件嬗变的历史进行了透视和反思,旨在探寻体育课程变革的历史基因和史实,为学校体育课程改革的理论与实践带来启示。研究认为:体育课程文件的内涵表现为本质规定、内在属性和价值承载3个层面;改革开放以来义务教育体育课程文件经历了恢复调整、修订试用和探索深化的3个嬗变阶段;通过反思,得出尊重历史是学校体育课程文件制订和修改的坚实根基,求索历史是学校体育课程文件解读论争的有效路径,以史为鉴是学校体育课程文件臻善发展的必然选择;提出了基于历史视点和本体视点相结合的体育课程文件研究路向。
Abstract: More than thirty years after reform and opening up is a period of tone change in the history of China education. Curriculum files mainly including curriculum standards and teaching program reflects the change. This paper analyzed the change history of physical education curriculum files in compulsory education stage since China’s reform and opening up by the methods of literature review, historical research and textual analysis. Its purpose was to explore the historical gene and facts of physical education curriculum reform to enlighten school physical education theory and practice. The results showed that the connotation of physical education curriculum files contained the nature, attribute and value; physical education curriculum files in compulsory education stage had experienced three change stages that are restoration, revise and exploration; respecting history was the solid foundation of modifying physical education curriculum files, search history was an effective path of interpreting debate of physical education curriculum files, taking history as a mirror was the inevitable choice of school physical education files by the good development. This study put forward a research road based on the combination of the historical viewpoints and ontology perspective for physical education curriculum files

Poverty is the universal problem that must be faced by the whole world, especially for the devel-oping countries. As for China, who is now in a critical period and a crucial stage of build a well-off society in an all-round way, the problem is more important and urgent. Studying the Chinese communists’ thoughts on poverty alleviation system from the aspects such as time, space, and study object of study since the reform and opening-up policy can make us have a more comprehensive understanding and grasp the past experience and insufficient for poverty alleviation. On this basis, further improving and perfecting the current national policy for poverty alleviation are helpful to make the whole population get rid of poverty and build a well-off society in an all-round way.
FDI Regulatory Reform and Political Beliefs: A Political Economy Approach  [PDF]

Abstract: This paper analyzes the setting of a reform towards liberalization of FDI policies as a political compromise pressured by the lobbying of a domestic lobby and a foreign MNC lobby. Using a common agency model of lobbying, we show that, under specific conditions, the interest group’s influence is not distortive for a critical distribution of supporters over non-supporters of the reform. Also, our political economy framework shows that exogenous provision of information on the beneficial effects of FDI liberalization paradoxically weakens the reform process.
Have the Special Economic Zones Succeeded in Attracting FDI?—Analysis for India  [PDF]

Abstract: The introduction of Special Economic Zones (SEZs) in India has injected hope for augmented economic growth in recent future. The motive behind establishment of SEZs was mainly to fuel rapid economic growth, provide world class infrastructure and employment, promote exports, increase foreign exchange reserves and attract more Foreign Direct Investment (FDI). The main objective of the paper is to investigate whether the enactment of SEZ policies had any impact on inflow of FDI among Indian states. This is tested using panel data techniques on 16 groups of states over 14 years period from 2001 to 2014. The results indicate that enactment of SEZ policy (as well as operational SEZs) in a state has induced more FDI inflow. Based on the results, it can be concluded that the states, which want to benefit from FDI inflow, they need to enact the policies sooner.
