Abstract: Document management underlies the activities of almost every organization. Correctly managed correspondence and organized document circulation characterize successful performance particularly in the public sector organizations. Even though production of documents itself is not the main task of governmental institutions, document creation and processing are crucial processes for the provision of basic functions in public sector. In the 21st century it gets more important to use the new possibilities offered by modern technologies, including electronic document management. Public sector itself is a heavy bureaucratic apparatus in the need of elasticity and ability to change its working processes and habits in order to gradually switch to the digital environment. Western European countries have already turned to electronic document management whilst most of the Eastern European countries, including Latvia, have just recently started a gradual electronization of document circulation. When implementing electronic document management systems in the public sector organizations, it often comes to resistance of the staff and unwillingness to change the accustomed methods of work – paper format document circulation. Both lower level staff and higher level managers put obstacles to electronic document management. In this article author inspects cases of successful practice and analyses possible action mechanisms that could convince public sector personnel of advantages of electronic document circulation and prepare them to switch to work with digital documents.

Abstract: This paper discusses the design of the data and structure model for a cooperative authoring system for large storage document based on Chinese hypermedia. It emphasizes on some key data and structure models such as distributed document base, document catalog tree, node and link table, multimedia object, document retrieval index and structure model for whole hypermedia system.
Evaluation of a mathematical model for blood gases and acid–base status during extracorporeal circulation

Abstract: A mathematical model for blood gas and acid–base status under extracorporeal circulation was developed. This model consists of a multiple compartment model for the oxygenator, and models for arterial and venous PCO2, PO2, (including temperature- and pH-dependent shift in oxygen-binding capacity of haemoglobin), SO2, bicarbonate, base excess and pH. It was implemented in a Matlab/Simulink environment. Input parameters were oxygenator type, gas flow, FiO2, arterial pump flow, temperature, haemoglobin concentration and haematocrit. As output parameters, venous and arterial SO2, PO2, PCO2 and pH were analyzed. The model was tested by using clinical monitoring data during extracorporeal circulation of patients undergoing aorto-coronary bypass grafting as input data, and comparing the model output with the results of conventional blood gas analyses (Rapidlab 288?) retrospectively.Estimations of arterial PO2, PCO2 and SO2 were adequate. They followed the time course appropriately and remained within a narrow error band (Max. dev.: PO2 < 17 mmHg, PCO2 < 7 mmHg, SO2 < 0.01%). Venous PO2 followed appropriately (Max. dev.: <4 mmHg), whereas PCO2 (Max. dev.: <8 mmHg) did not reproduce the time course. Simulations for arterial and venous pH overestimated continuously and were not acceptable (Max. dev.: arterial pH +0.14, venous pH +0.07). The best results were achieved for estimation of SO2.Modelling the patients' acid–base status and blood gases will be important for further development of control algorithms used in extracorporeal circulation. The presented model shows good concordance with clinical data for blood gas estimation, but needs to be reviewed concerning acid–base status. Further validation and in controlled experimental setups will be required.
Legal Aspects of Electronic Bills of Lading in Shipping Industry

Abstract: A major portion of global trade transactions is handling of information. Traditional (local or international) trade essentially consists of moving goods and money. This cannot be done without sharing information between all the parties involved in the trade transactions. Paper document represents an old fashion, slow and ineffective system. If information is communicated and transferred on paper, it is needed to transport a lot of paper in addition to the actual information. It is time consuming as well as expensive. For this, there is a strong desire to get rid of papers in trade and the business community wants to utilize modern information technology for the purpose of effective and rational handling of information. At present the global traders use a system known as Electronic Data Interchange (EDI) for transferring their information. EDI is quick as well as efficient system. The shipping industry is expected to get benefit greatly from its adoption, particularly in the areas of bills of lading. Electronic bill of lading has the ability to reduce the time span between ordering, delivering, invoicing and payment system. But existing legislation does not encourage the uptake of this technology. Numerous technical and legal obstacles have slowed the implementation of EDI at various stages. The rapid increase of electronic transactions and the plethora of technologies involved inevitably leads to problems on a global scale with legislation and regulation as because the legislatures’ machinery cannot keep pace with the changes regarding electronic commerce. This paper highlights the legal obstacles to the use of EDI system for electronic bills of lading. It also sheds light on the existing rules, which attempt to facilitate the use of electronic bills of lading. Finally, solutions to the legal problems that may arise from the use of electronic bills of lading are discussed.]

Abstract: Fort d’un système normatif à la croisée de plusieurs traditions juridiques, le Japon entend participer plus résolument au développement actuel des modes de circulation du droit via notamment sa poli-tique de coopération internationale en matière d’assistance juridique et judiciaire aux pays émergents d’Asie. Cet article examine les particularités de la politique japonaise d’assistance en prenant appui sur des réflexions plus larges concernant les modalités contemporaines d’interaction des normes et le renouvellement des processus d’élaboration du droit. Cela permet de cerner les contradictions d’une assistance juridique con ue à la fois comme outil d’uniformisation du droit et instrument de coordination normative, au service d’une approche pluraliste de la circulation des normes. On the strength of a legal system stemming from various traditions of law, Japan is trying to participate more actively in the current development of the circulation of law, especially through its policy of international cooperation in the field of legal technical assistance and judicial assistance to emerging countries in Asia. This paper scrutinizes the specificities of the Japanese policy in the field drawing on broader analyses about contemporary means of interaction between norms and the reshaping of the processes by which law is elaborated. This may help shed some light on the contradictions of a form legal technical assistance that is conceived both as a tool for the standardization of law and a device that facilitates the coordination of laws at the service of an approach of legal pluralism.

Abstract: 土地收益分配机制是农村集体经营性建设用地流转制度创新的核心和关键。在用地流转收益分配中,流转法律关系以外的主体如国家能否参与收益分配,以及农民集体如何在内部成员之间分配收益,是两个核心问题。以法经济学的分析方法,通过解决上述问题,建立起一套合理合法且兼顾国家、集体、个人的农村集体经营性建设用地流转收益分配机制。
Land revenue distribution mechanism is the core and key of the rural collective business construction land circulation system innovation. In the land circulation revenue distribution, there are two core issues. One is whether the subjects which are outside the circulation legal relations such as the state can participate in the revenue distribution. The other is how the collective farmers allocate the revenue between internal members. This essay tries to establish a reasonable and legitimate rural collective business construction land circulation revenue distribution mechanism which also takes into account national, collective and individual benefits by solving the above problems with the legal and economic analysis method.
Estratégias de Sele o de Conteúdo com Base na CST (Cross-document Structure Theory) para Sumariza o Automática Multidocumento

Abstract: O presente trabalho apresenta a defini o, formaliza o e avalia o de estratégias de sele o de conteúdo para sumariza o automática multidocumento com base na teoria discursiva CST (Cross-document Structure Theory). A tarefa de sele o de conteúdo foi modelada por meio de operadores que representam possíveis preferências do usuário para a sumariza o. Estes operadores s o especificados em templates contendo regras e fun es que relacionam essas preferências às rela es CST. Em particular, definimos operadores para extrair a informa o principal, apresentar informa o de contexto, identificar autoria, tratar redundancias e identificar informa o contraditória. Nossos experimentos foram feitos usando um córpus jornalístico de textos escritos em português brasileiro e mostram que o uso da CST melhora a qualidade do conteúdo selecionado para os sumários, já que se exploram as rela es entre os conteúdos dos diferentes textos.

Abstract: Questo articolo è un resoconto del IV Convegno sull’Internet Document Delivery, tenutosi a Napoli il 18-19 maggio 2006. Argomento del convegno il servizio NILDE, fornito agli enti accademici italiani per il prestito interbibliotecario automatizzato. Dal punto di vista del CILEA, un’opportunità per migliorare la contrattazione dei consorzi italiani con gli editori di risorse elettroniche, studiando la clausola contrattuale che permette l’utilizzo di software specifici per l’Inter Library Loan. This article tells about the IV Internet Document Delivery Conference, held in Naples on May 18th and 19th 2006. Main topic of the conference is the analysis and cooperative development of the NILDE service, used by many Italian academic institutions for Interlibrary Loan. From the CILEA consortium perspective, the conference is an opportunity to evaluate the legal clauses within agreements signed with electronic content publishers regarding use of specific sofwares for Inter Library Loan.
