Abstract: Today, tourism is one of the major challenges for many countries and territories. The balance of payments, an ever-increasing number of visitors and the significant development of the tourism offer clearly illustrate the booming trend in this sector. This macro-economic approach is often used by the organizations in charge of tourism, WTO for instance. Quantitative assessments which consider the satisfaction of customers’ needs as an end in itself have prevailed both in tourism development schemes and in prospective approaches since the sixties.

Abstract: Spesso origine dei primi insediamenti urbani, i corsi d’acqua sono stati nei secoli fonte di sostentamento per le popolazioni e strumento di scambio tra genti e culture. Proprio per il loro scorrere attraverso il territorio, essi sono per definizione luoghi di relazione, di intersezione tra diverse realtà urbane dove si incontrano ambiente, architettura, pianificazione, trasporti ma anche arte, cultura e turismo. Per questa loro caratteristica, le vie d’acqua rappresentano una grande potenzialità per lo sviluppo del territorio sia in termini di mobilità – di merci e di persone - che di turismo sostenibile. La loro riqualificazione permette di recuperare il ruolo di spazio pubblico e di paesaggio rurale, urbano e turistico di qualità; luoghi di fruizione turistica, culturale, gastronomica e sportiva, quindi di qualità della vita. Dopo decenni di oblio, sollecitata dal rinnovato interesse verso questi assi e anche dalle direttive dell’Unione Europee, l’Italia e, in particolare il Nord del paese, muove i primi passi verso la valorizzazione delle waterway a fini turistico-culturali, aprendo nuove possibilità di sviluppo del territorio. Sia pur con ritardo rispetto ad altri Paesi, che da anni e in diverse forme valorizzano e “sfruttano” le vie d’acqua, si avverte anche in Italia un cambio di mentalità che vede nell’uso e nel recupero di tale risorsa uno strumento importante per garantire la sostenibilità ambientale ed economica e il recupero di una identità culturale quasi dimenticata. Thanks for their crossing the territory, they have always been places of intersection of different aspects of the urban life bringing together environment, planning, architecture, transport but also art, culture, education and tourism. Due to this aspect, waterways have a great potentiality for the development of a territory with regard to both, mobility – of people and goods – and sustainable tourism. Their regeneration allows to recover a role of public space as rural, urban and tourism landscape of great quality; at the same time, as places for tourism, cultural, gastronomic and leisure uses, they generally induce quality of life. Abstract: This article describes some concepts that address the study of the problems in local areas, which are influenced by globalization, where the territory is the starting point for the construction of local public policies. First of all, this article analyze the relationship between development and territory in order to establish the importance of that dimension. Second, it evaluates the need to link the territories in order to increase their level of development, and thirdly, this article highlights the importance of local development that seeks to influence the set of problems arising in each territory. Finally, it underlines the fact that local development provide a sine qua non elements that improves the standard of leaving of millions of people, particularly in emerging countries such as Mexico.

Abstract: En este artículo se analiza la relación entre territorio, turismo y desarrollo sustentable en la Quebrada de Humahuaca, provincia de Jujuy, Argentina, principalmente a partir de su Declaración como Patrimonio Mundial por la UNESCO en el a o 2003, bajo la categoría de paisaje cultural. Se abordan las transformaciones (materiales y simbólicas) en el uso de territorio quebrade o a partir de la Declaratoria de la UNESCO y del incremento de la actividad turística, poniendo el foco en la propuesta del gobierno provincial de impulsar un desarrollo turístico sustentable. Asimismo, se analizan los sentidos de naturaleza y paisaje que circulan en la Quebrada en relación con la práctica turística y las tensiones que ello viene generando a nivel local. El artículo da cuenta que ante la falta de regulación e intervención del gobierno provincial en la preservación del patrimonio natural y cultural de la Quebrada, se han generado serias transformaciones que repercuten en el territorio, medio ambiente, en las costumbres y prácticas culturales de la población local. Se utilizan como fuentes de análisis: entrevistas realizadas a diversos actores (pobladores locales, emprendedores turísticos, funcionarios provinciales y municipales) y documentos provinciales vinculados con la Declaración de la Quebrada de Humahuaca como Patrimonio Mundial, el Plan de Gestión del sitio y el Plan de desarrollo turístico sustentable de la provincia. This article examines the relationship between territory, tourism and sustainable development in the "Quebrada de Humahuaca" (Jujuy, Argentina) mainly from its Declaration as World Heritage Site by the UNESCO in 2003 under the category of cultural landscape. It deals with the changes (material and symbolic) in the Quebrada′s territory since 2003 and the growing influence of tourism, focusing on the provincial government's proposal to establish a sustainable tourism development. It also analyzes the meanings of nature and landscape that goes around in the "Quebrada de Humahuaca" in relation to the practice of tourism and the tensions it has generated in the area. The article reports that the absence of regulation and intervention of the provincial government in the preservation of the natural and cultural heritage have been causing serious changes that threaten territory and environment and the customs and cultural practices of the local population. Abstract: This article considers the main features of sustainable development of rural territories, identifies the factors of innovative entrepreneurship, and assesses their influence on the condition of rural economy. Special attention is paid to the analysis of concepts, programmes, and projects in the field of rural territory development. The authors summarise conceptual and strategic approaches and actions of the Baltic region states in the field of sustainable development of rural territories. The article identifies objectives, common for the Baltic region, relating to sustainability of rural territories, including sustainable use of natural resource potential, diversification of production through support for non-agricultural activities and employment, application of innovations and efficient technologies, and manufacturing of environmentally friendly products. The analysis of the development of agricultural and innovations in the Baltic Sea regions serves as a basis for identifying the factors and conditions of supporting innovative entrepreneurship. Of special importance are the research, technological, and innovative potential of the territory, the availability of adequate innovative infrastructure, and the formation of innovative culture. The authors corroborate the idea of innovative entrepreneurship development in rural territories through the transformation of organizational and economic mechanism of management relating to the creation of institutional, infrastructure, and spatial conditions. Research and technological cooperation in the Baltic region is emphasised as a priority area.
Is Territorial Cohesion Necessary for the Sustainable Development of the European Regions?

Abstract: The Regional policy of the EU is pursuing the harmonious development of the European territory; this is a necessary condition for the creation of an environment that is favourable to the convergence of the Union’s policies. But, for these policies to converge, it is necessary that there are common objectives and these can arise only from the existence of common needs. It is obvious that a very different level of development leads to different needs for people and territories and therefore, to the pursuit of different objectives. The introduction of the territorial cohesion as an objective of the European Union through the Treaty of Lisbon has concluded many years of debate over the essence and future of the EU. But is this a prerequisite for the sustainable development of the EU regions? To answer this question, in this paper we will try to show the importance of the territorial cohesion in the EU. In order to do this, we will place the evolution of this concept in parallel with that of development and also with the process of enlargement and of deepening of the EU. We will thus try to determine the influence that territorial cohesion has on regions and on the European construction so that in the end we should be able to explain the effects that it has on their sustainable development.

Abstract: Innovation holds an important role in the economic development process. The competitive potential of national and regional economies is based on the ability to manage the changing technological process. Economic competition does no longer exclusively depend on the factor costs, which vary geographicaly, because technology can now eliminate the territory disadvantages. Productivity is the crucial element in the competitive capacity of any economy. Productivity, as can easily be proved, is deeply dependent on technological development; this is only possible if there is constant innovation. This paper starts with a brief discussion on the theoretical issues regarding innovation in relation to regional economies. In the second section the Portuguese R&D system is analised in terms of finance and human resources. Particular attention is paid to the entrepreneurial R&D effort, namely in manufacturing activity. Finally, some limitations of the innovation policy in the EU are pointed out, together with its consequences for the least favoured regions.
