Abstract: The fact exile had been since the establishment of Ottoman State. Although in the early period the exiles were for population later the exiles became for punishment. During the period of Tanzimat the exile became a punishment method which was used frequently. Since the second half of XIXth centrury the exile became a punishment method for Balkans where appeared public security problems. One of the location where population from pek, Prizren, Vul tr n, Yakova, Bosnia and T rhala were exiled was the coast of Blacksea. Especially the vilayets like Kastamonu, orum, Sinop, Samsun, Trabzon were penal location for these exiles. The Ottoman government had considered the demands and complaints of the exiles as from their punishment, sometimes liberated them by amnesty and sometimes by remission of a sentence.

He sees justice as the main factorfor peace, happiness and prosperous future for the public. He usuallyfavours such humane measures as loyalty, virtue and compassion. Theseopinions are not only among the main principles of AdministrativeReform but also sort of prepared the preconditions for Reform Edict.

Abstract: With the declaration of the Tanzimat Ferman on 3 November 1839, the Ottoman Empire had to change its old administrative system and did many reforms in finance, administrative, and jurisdiction. These reforms aimed at enhancing central government’s role and applying these powers in rural areas as well. But the application of these new reforms in the rural areas which were out of scope of the central government was not an easy task for the government. The Central government faced many difficulties in applying these new changes in these areas. One of the hot spots was Van state. This article deals with the problems faced with during application of these new reforms in Van state and the measures and solutions taken against it by the central government. It also deals with the Han Mahmud Rebellion uprising against the reforms.

Abstract: The aim of this study is to reveal the reflections in the Turkish literature of the changing fashion trends in the Ottoman empire, especially in Istanbul, from the Tanzimat to Republic. The literature shows the life. In that case, it has been focused on the novels, stories and memories. Particularly, it has been used literary works published in the later 19th and early 20th century. Appearance of women and men changed fastly in the Ottoman empire towards the end of the 19th century. After 1860s Ottoman- Turkish women begun to make-up and use cosmetics and wear dress of European style. Also men wore jacket, trousers and fez. They had different moustaches.In this study, it will be showed that how the literature reflects the real life and helps to the researches of the social history. In addition to this, it has been attempted to unearth the reflections of the social changes to the literary works. In this present study, it will be examined the literary works published between 1860 and 1923. Abstract: The Western Culture, which entered every phase of the Ottoman life after the Reform, also brought the question of the place of women in a society. Woman is seen as one of the most significant phases of modernization by the Reform Intellectuals. The idea that a new and modern society can only be formed by new and modern mothers had been a common thesis of the literary works until the proclamation of the Republic. In this stage, the female novelists, whose number was increasing, in their works dealt with the issues of modernizing women in detail. The modernization of women, and thus the stages that a society has while having process of westernization is traced through the women characters in women novels. In this work, we will analyze women modernization through characters and contexts in the novels written by female writers during the process reaching from the Reforms to the Republic. Tanzimat’tan sonra Osmanl hayat n n her safhas na giren Bat kültürü, toplum i erisinde kad n n yerinin sorgulanmas n da beraberinde getirir. Kad n, Tanzimat ayd n taraf ndan modernle menin en nemli a amalar ndan biri olarak g rülür. Abstract: Ali Suav , one of the considerable thinkers in the Tanzimat era, is supposed to be an activist and thinker who worked for various ideological and intellectual movements from Turkism to Islamism and laicism to westernisation. Due to his inability to bring continuity to his positions that he took part in and that his followers were common like him, his works and thought could not be carried on after his eventful death. He is not only recorded into the history as an ambiguous figure on account of some of his behaviours and thoughts that forced the boundaries but also he is the one to be targeted by contradictory prejudices, both for and against. The purpose of this article is to analyse the main causes of such variations in opinions about Suav and with this to present a complete portrait of him.

Abstract: The problem of asymmetric information occurs when one party of an economic transaction has insufficient knowledge about the other party to make accurate decisions. The moral hazard, on the other hand, is the risk that one party to a contract can change their behaviour to the detriment of the other party once the contract has been concluded. In insurance market the moral hazard is tendency by which people expend less effort protecting those goods which are insured against theft or damage.

Abstract: Political and economical developments that took place beginning from the late 16thcentury, by changing the Ottoman administrative order in a great scale, gave way to a decentralization process. In this period, the class of notable superseded the governors assigned from the centre. Notables, who acquired the management of vast acres and farms through the system of tax farming and manor, in time had captured province bureaucracy and strengthened their autonomies. However, while the consequences of heavy defeat against Russia in 1774 had necessitated reformation in military field, the cost of these reforms played off central government and local powers. In he beginning of 19thcentury, as reforms which proposed re-centralization tired to push notables out of the system, notables opposed with a rigorous resistance. In this period in which arduous struggles occurred had taken place between Notables and the government, one of the strongest notables who joined authority struggle with the state was Osman Agha of Tavas.

Abstract: The Helping Hand that Is Extended Towards the FallenWomen in the Works of Ahmet Midhat Efendi:Mihnetke an and Henüz On Yedi Ya nda Problem Statement: Ahmet Midhat Efendi is one of the leading personalities of our literature that began to change under the influence of the West starting from the Tanzimat. He published various kinds of works such as novels, plays, short stories, memories, travel notes, critiques, essays and articles. Many of these genres were quite new concerning the Turkish literature of that time. Moreover, by means of his works, he regarded it as his most significant task to train Turkish society which got introduced to the concept of Westernization starting from the Tanzimat.One of the main subjects of his works is the issues concerning the position and life of women in Turkish society that were trying to obtain a new identity. Some of the striking examples in this aspect are his books titled Mihnetke an and Henüz On Yedi Ya nda that deal with the pity shown towards the fallen women and the efforts to regain them to the society. These were in fact very new themes during that period. In these works Ahmet Midhat Efendi calls to the attention that the majority of the young girls and women forced to prostitution are in fact hopeless people who do not have any hope of rescue and are in a miserable condition. He stresses that fallen women should not be approached in a strict normative moral understanding, but rather they should be approached in a humane moral understanding and that effort should be revealed to rescue her. Abstract: After the declaration of Tanzimat, Westernization movements in the Ottoman society redounded on individuals’ consumption patterns. Different authors addressed the change in the consumption patterns subjected to literal works of the era critically. This study aims to analyze; the change took place in consumption patterns of the Ottoman society during the post-Tanzimat era through novels of the period. Five of first-period novels evaluated by using thematic analysis, which is a qualitative analysis method. As a result of the research, seven themes, which reflect the change in consumption patterns, including (1) Food and Beverage (2) Consumption of Tobacco and Alcohol (3) Clothing and Accessory (4) Residence and Domestic Life (5) Transportation and Driving Vehicle (6) Education (7) Entertainment and Recreation were found out. Based on the conspicuous consumption theory, results about in which areas related to the consumption the fact of Westernization addressed more intensely discussed. Limitations of the study and implications for further research presented additionally.
