Abstract: In the study of war, certain images become symbolic. In Vietnam, it might have been the photo of the young child running naked from a napalm explosion on her village. In the Iraq war, the toppling of Saddam Hussein’s statue in Baghdad. The trials of Russian Colonel, Yuri Budanov became the iconic event for many Russians when thinking about the most recent conflict with Chechnya (1999-2008). This paper will examine the trials surrounding the alleged war crimes of this Russian officer, the background to this crime, the course of the trials, and the political and social factors which affected the various verdicts. The article will also touch upon the dilemma involved with distinguishing combatants from non-combatants in a counter-insurgency operation.
Gra anica and the cult of the Saintly Prince Lazar  [PDF]

Abstract: The article explores a virtually unknown episode in the history of Gra anica Monastery, a late nineteenth-century restoration of the monastery church. The results of this undertaking were still visible during the conservation of the church conducted in the 1960s and early 1970s. At that time the nineteenth-century interventions were only partially recorded before some of them were removed and permanently lost. The nineteenth- century refurbishing of the frescoes in the main dome was signed by one Mihail Iourokosk Debrel and is dated 1898. More significant, now lost and hitherto unpublished, was the refurbishing probably by the same Mihail, of an arcosolium in the south wall of the church. This arcosolium, whose original function is unknown, was painted and inscribed with a lengthy inscription indicating that the remains of Prince Lazar (who died in the Battle of Kosovo, on June 15, 1389) was temporarily deposited in this tomb before being moved to the monastery of Vrdnik - Ravanica on Fruska Gora. While the content of the inscription is a total fabrication, its implications are nonetheless interesting in several ways. The mastermind behind the project was probably the Metropolitan of Ra{ka - Prizren, Dionisije, who died on Dec. 5, 1900. In accordance with his own wishes, he was buried in the very arcosolium identified as the ‘temporary burial place’ of Prince Lazar. The rising importance of the cult of the Saintly Prince Lazar around 1900 provides the background for this historical fabrication whose construction was actually made up of several disparate elements, each marked by a degree of historical accuracy in its own right thus collectively contributing to its general relevance.

Abstract: This paper presents the chief security officer (CSO) problem, defines its scope, and investigates several important research questions related within the scope. The CSO problem is defined based on the concept of secrecy capacity of wireless communication channels. It is also related to the chief Estimation/Executive Officer (CEO) problem that has been well studied in information theory. The CSO problem consists of a CSO, several agents capable of having two-way communication with the CSO, and a group of eavesdroppers. There are two scenarios in the CSO problem; one in which agents are not allowed to cooperate with one another and the other in which agents are allowed to cooperate with one another. While there are several research questions relevant to the CSO problem, this paper focusses on the following and provides answers: (1) How much information can be exchanged back and forth between the CSO and the agents without leaking any information to the eavesdroppers? (2) What is the power allocation strategy that the CSO needs to follow so as to maximize the secrecy capacity? (3) How can agents cooperate with one another in order to increase the overall secrecy capacity?.

Abstract: Kru evac is the town with rich tradition, long history, former Medieval Serbian capital, and today, it is the town which importance is fading. Tourism is observed as an adequate means of town revitalization, due to the fact that Kru evac possesses numerous cultural attractions. It has all the predispositions to become touristic destination based on culture. Tourism evaluation of cultural heritage is of great importance for planning the substantial development of cultural tourism. The aim of this work lies in conducting tourism valorization of the site 'Lazar's town', with purpose of examining its multiplicative, but mostly cultural-historical value, and by all means showing the potential that site could have in the process of the development of tourism in Kru evac. .

Abstract: Shakespeare was first introduced to Japan in the late nineteenth century, when the country opened its doors to other countries after the seclusion policy of over two hundred years. When the Meiji Restoration Government came into power in 1868, it decided to import the Western culture and technology in order to catch up with the developed countries. Japan’s overall contact with the Western world began. The country’s slogan then became “civilization and enlightenment”, which meant Westernization for “national wealth and military strength”. Shakespeare came to Japan together with other things from Britain during this age of Westernization. The translation of two English books were published in 1871 and 1872 to enlighten the youth of the new age. One was Samuel Smiles’ Self-Help (1859) and the other was John Stuart Mill’s On Liberty (1859). Both books acquired immediate popularity. The translator was Masanao Nakamura who was originally sent by the old Tokugawa Government to Britain to study English. Haruki Murakami’s Deconstructive Reading of the Myth of Johnnie Walker and Colonel Sanders in Kafka on the Shore  [cached]

Abstract: This study aims to analyze how Haruki Murakami reads the real icons of Johnnie Walker and Colonel Sanders in Kafka on the Shore deconstructively. First, we will focus on the signification process of the icon, which are to a great extent molded by advertisements, and then on the deconstruction of their signifieds. For the purpose, we will apply Barthes’ idea of myth. We are also interested in revealing how Murakami constructs Johnnie Walker and Colonel Sanders to be characters in the novel. The analysis shows that the construction of the icons through advertisements leads to the creation of their mtyhs, and then Murakami reads them deconstructively to be opposite signifieds.
THE PUBLIC OFFICER - THE ACTIVE SUBJECT OF A CRIME

Abstract: The present study intends to analyze the active subject of the crime committed by an individual - the public officer, for example - during his daily duty program or with reference to the attributions he has versus the public office he holds, in the light of the regulations provided not only by the Penal Code in force but also by the future New Penal Code, as, among the important amendments it provides, the definition of the public officer is also mentioned. In the case of such a trespassing, the active subject shall hold the quality of a public officer the way this quality is regulated by the Penal Code, even if the definition is much ampler as compared to the one given by the Statute of the Public Officers. According to Art 147, paragraph 1 Penal Code, a public officer is any individual who permanently or temporarily exercises - irrespective of his/her rank or of the way this office was appointed, a paid or unpaid task of no matter what nature or importance - in the service of a department Art 145 refers to. The regulation proposed in perfect agreement with the solutions offered by other international legislations and conventions in the domain, the definition of a public officer refers to the individual who - permanently or temporarily appointed, paid or unpaid - shall exercise attributions specific to the legislative, executive or judiciary powers, a function of public dignity or a function of any other type - alone or in a group - within a self-governing management of another economic agent or of a legal person with a whole or a greater capital, or belonging to a legally declared person capital or to a legal person considered to be of public utility - attributions connected with the object of the latter’s activity.
