Study on the Governance Mechanism of Technology Enterprise Based on the Improvement of Independent Innovation Ability

Abstract: The core of building innovative country is the improvement of independent innovation ability. Current researches on the independent innovation ability focus on mainly the influence of macro-environment and the role of the corporate governance mechanism. However, there is short of study on the relationship among the three of them. This paper takes technology enterprise as an example, analyzes the relationship of management environment, governance mechanism and independent innovation ability, and then acquires the model describing the effect among the three of them. At last, we propose that it is reasonable for technology enterprise based on the improvement of independent innovation ability to design the governance mechanism compatible with management environment, focus on incentives for human capital and create innovation culture inside the enterprise. Abstract: this paper aims to be a very preliminary effort to contribute to a better understanding of the interaction among innovation, competition and intellectual property policies from an evolutionary-developmental perspective. as such, it seeks to build a more coherent framework within which the discussions of both institution building and policy design for development can proceed. in order to accomplish that, the paper introduces the concept of "knowledge governance" as an alternative analytical and policy-oriented approach, and suggests that from a public policy/public interest perspective, and within an evolutionary framework, it is a better way to address the problems concerning the production, appropriability and diffusion of knowledge. in doing so, it also intends contribute to broaden the ongoing discussions on the "new developmentalism".

Abstract: Increasing attention is given in monitoring the management team by the shareholders through corporate governance mechanism. This is to ensure that every strategic business decisions maximize shareholders’ wealth. Unlike previous studies which identified a direct relationship between corporate governance mechanism and performance, this study is conducted to examine the moderating impact of the corporate governance mechanism on the relationship between innovation investment proxies by R&D expenditures and firm performance. Our findings concluded that board compensation and frequency of board meeting are considered as important characteristics that would determine the effectiveness of the innovation investment. Thus, in analyzing the innovation investment incurred by the firm, investors should review the corporate governance characteristics as it would determine the effectiveness of the innovation investment in improving firm performance.
USING PUBLIC AID PROGRAMS TO FINANCE INNOVATION IN MULTI-LEVEL GOVERNANCE SYSTEMS

Abstract: This paper explores how different public administrations (regional, national, European and Framework Program) allocate public resources to promote innovation among innovative companies in the Spanish manufacturing industry. We incorporate variables that have never been treated in this line of research before, such as exportoriented and Pavitt’s taxonomy among others. In order to know the preferences of each public program aimed at promoting innovation we use two econometric estimation techniques: rst, a binary logistic regression and, second, another binary logistic regression corrected for selection bias derived from the lack of consideration of certain relevant characteristics of manufacturing rms that do not innovate. We check if the importance and statistical signi cance of certain explanatory variables depend on the estimation method used. We found that the four public administrations preferably assign public resources to Spanish companies that cooperate with other domestic companies. We also found that European programs (EU and Framework Program) show their allocation preferences towards innovative rms that export outside EU. The public aid from the Spanish central administration seeks to promote the creation of large ‘national champions’.
The Emerging Knowledge Governance Approach within Open Innovation: Its Antecedent Factors and Interior Mechanism  [cached]

Abstract: The “knowledge governance approach” is characterized as an emerging approach that cuts across the fields of knowledge management within open innovation and adjusts mutual behavior that parties taking participate in open innovation to be expected. The paper proposed that knowledge governance approach is positively related to open innovation, and then the research has explored the antecedent factors and working mechanism of knowledge governance within open innovation based on Grounded Theory. By way of literature analysis and qualitative research (deeply discussion numbered 27), the paper has derived four dimension of knowledge governance (knowledge property, knowledge activity parties, the exogenous and endogenous context of knowledge activity) and the categories of each dimension. The paper has considered that the knowledge governance is formed by the interplay between interactive value creation process at the knowledge property-level and cooperation unity achieving process at the knowledge activity parties-level. We develop two theoretical models, while one is for explaining the antecedent factors of knowledge governance within open innovation, the other is for explaining the mediating role of knowledge governance in the relationship between knowledge property and knowledge activity parties level antecedents. The paper has strengthened the function of quantitative research, and will be helpful in open innovation theory and practice.

Abstract: Biologicals represent the future of pharmaceutical treatments and innovation. Yet, emerging and developing markets lack access to these often essential medicines. Biosimilar development represents a potential solution to this problem, by offering lower cost and improved access, but is also associated with patient safety issues. In order to synergize these divergent challenges, targeted public private partnerships that bring together shared goals and resources of the public sector, global firms, and local manufacturers need to be explored. Crucial to their success will be equitable intellectual property rights management and coordination and collaboration with effective governance and incentives.

Abstract: For several years, private business has adopted corporative governance on the grounds of national and international codes to enhance investor confidence in companies and economic entities, especially those that are listed on the stock exchanges. The business environment for the public sector has not benefited from corporate governance due to certain bureaucratic, but logical reasons, such as the fact that the representatives of the State/Government/local authority apply the shareholder’s decisions without considering any other principles, procedures or rules reflecting the organization and the operation of the public entity. Economic and social reality has shown that many public entities have been confronting with different issues in making managerial decisions and obeying managerial principles of neutrality when appointing directors or establishing their remuneration, without prejudice to the objectives of those entities, many of them with losses and arrears that could generate bankruptcy to a private entity. More in-depth relations of Romania with the European Union and international financial organizations have imposed the importance of the corporate governance in public sector business environment as well, which the Government settled with the adoption of specific legal rules. A general appreciation implies that the decisions made are important, but entirely efficient, many of them being simple statements without concrete effects on the organization and the improvement of managerial work. Consequently, certain corrections are expected and a series of future developments of corporate governance aspects should be examined in private business. The codes of corporate governance in the private sector should be taken as such and as for the public economic environment, additional provisions relating to the applicability of public patrimony administration should be considered while recognising the specific characteristics of each economic entity according to the type of ownership, features necessary to be relevant in its management. In any instance of corporate governance, it is important for its benefits to be reflected in financial results as good as possible.
Engagement of Muslim Women in Governance and Public Administration: The Ilorin Emirate Experience

Abstract: Muslim women through the ages have contributed immensely to the socio-political and economic development of various societies. Considerable number of Muslim women had in the past decades involved actively in the governance of their nations. This study focuses on the status and role of Muslim women in democratic governance and public administration in Ilorin Emirate, Kwara State of Nigeria from 1999-2007. Since 1999, when democracy recommenced in Nigeria, few Muslim women in Ilorin Emirate have emerged as commissioners, board members and functionaries in other public sphere. It argues that Muslim women’s involvement in governance and in the conduct of public life has a great deal of impact on the improvement of their social position and the process of their empowerment. It submits with certain suggestions towards enhancing the performance of Muslim women in governance and public administration in the Emirate.
Research on China’s Social Governance Mode Transformation and Upgrading in Supply-Side Reform Field—From the Perspective of Public Management  [PDF]

Abstract: Supply-side reform has provided an advance institutional environment for the transformation and upgrading of social governance mode in China. In fact, supply-side reform requires the transformation and upgrading of social governance mode, while the latter is an inherent process of the former; supply-side reform and social governance mode’s transformation and upgrading are serving for each other as important impetus, making progress during their interaction. Based on the polycentric governance mode theory, holistic governance theory and social quality theory, the supply-side reform of government should proceed in social governance subject, system design and public service supply. In the context of supply-side reform, social governance mode transformation should stick to the principle of “addition, subtraction, multiplication, and division”: with the “addition effect” of the collaboration between supply-side reform and social governance mode transformation, the single-center social governance mode will be transformed to polycentric governance mode; with the “subtraction effect” of administrative intervention, the government-dominated governance mode will be transformed to government-guided mode; with the “multiplication effect” of institutional innovation, the campaign-style governance mode will be transformed into institutional mode; with the “division effect” of compulsory control, the control-stabilization governance mode can be transformed to social quality governance mode.
Implementing Good Governance Principles for the Public Sector in Information Technology Governance Frameworks  [PDF]

Abstract: In this paper, we are showing how Information Technology (IT) governance frameworks contribute to the implementation of the key principles of the good corporate governance, particularly, in the public sector. We demonstrate that there are numerous links, explicitly and implicitly expressed through a set of IT governance instruments, matching the proposals of good governance principles with the behavioral goals of an IT governance framework implementation. We also provide a real experience of using a set of possible instruments, in our public university, through an IT governance framework based on the ISO/IEC 38500 standard. We also present the maturity of the good governance principles implementation with this set of instruments, after governing IT in our university during the period 2007-2013. We show that using an IT governance framework in a public entity mutually reinforces the key principles of good governance, especially the transparency and accountability goals for the IT assets.
