Abstract:

Thomas G. Weiss argues that the a€ Responsibility to Protecta€ Report is a a€ culmination of a long effort to inscribe the pledge of a€ never againa€ in law and practicea€ . Striking a positive note, and advocating more outright adoption of the Reporta€ s principles, Weiss concedes that there is a long road ahead, citing Zimbabwe as an example of a setting where exterior pressure is desperately needed to prevent atrocities.
