Abstract:

O presente artigo tem como principal objectivo analisar como é que os vários governos, desde a entrada de Portugal na Comunidade Europeia até hoje, regularam a imigra o e quais os objectivos que se propuseram atingir com essa regula o. O trabalho baseia-se essencialmente na análise de dois acervos documentais, a saber: documentos legais que enquadram a entrada em território nacional de imigrantes n o comunitários, bem como os diplomas legais que estabeleceram períodos de regulariza o extraordinária de estrangeiros ilegais; e interven es governamentais na Assembleia da República aquando da apresenta o de pedidos de autoriza o legislativa relativos à entrada em território nacional de estrangeiros n o comunitários ou ao lan amento de campanhas de regulariza o de estrangeiros em situa o de ilegalidade. Com base na análise da documenta o referida, a autora defende que a política de regula o dos fluxos nunca atingiu os seus objectivos, tendo o sistema de regula o falhado sucessivamente, obrigando a períodos de legaliza o extraordinária. The main goal of this article is to analyze the ways in which the various governments since Portugal’s accession to the European Community have regulated immigration, and the objectives they proposed to achieve. The work is essentially based on the analysis of two sets of documents, namely, legal documents that frame the entrance of non-Community migrants into national territory, as well as legal documents that establish special periods for the registration of illegal foreigners; and governmental interventions in Parliament related to the presentation of requests for legal authorization of the entrance of non-Community foreigners into the country and the launching of campaigns for the legalization of illegal foreigners. Based on an analysis of these documents, the author argues that policies for the regulation of fluxes have never achieved their aims, and that the regulation system has met with successive failures, leading to the need to set up special periods for legalization. L’article présent a pour principal objectif d’analyser comment les divers gouvernements, depuis l’entrée du Portugal dans la communauté européenne jusqu’aujourd’hui, ont régulé l’immigration et quels ont été les objectifs qu’ils se sont donnés à partir de cette régulation. La recherche se fonde essentiellement sur l’analyse de deux séries de documents, à savoir, d’une part, les documents législatifs qui déterminent l’entrée des immigrés non communautaires sur le territoire national, ainsi que les décrets de loi qui établissent les périodes d
