From the comparison of the four major aspects of ¡°operation mechanism¡±, ¡°service evaluation¡±, ¡°propaganda promotion¡± and ¡°service system¡±, it can be seen that BALIS DD and ILL have highly overlapped in terms of ¡°management mechanism¡±, ¡°service method¡±, ¡°service content¡±, ¡°evaluation method¡±, ¡°promotional activities¡± and ¡°service system¡±. Although it was necessary for BALIS to establish ¡°DD center¡± and ¡°ILL center¡± to carry out these two services fifteen years ago, after fifteen years of development, these two major services of BALIS have encountered problems such as imbalanced development, gradually blurred boundaries, shrinking application volume, and poor user experience. To address the above questions, BALIS needs to be ¡°reader centered¡± and ¡°problem oriented¡±, continuously strengthen top-level design, optimize and upgrade the ¡°service system¡±, and continuously integrate the ¡°service functions¡±. %K BALIS %K Document Delivery %K Interlibrary Loan %U http://www.oalib.com/paper/6808755
