Students, teachers, and education administrators were not prepared for the sudden change in the mode of delivery. As a result, there have been issues with online learning. Many studies have been conducted in the last two years to explore the matter. In this paper, the author will attempt to provide a literature review of previous studies about barriers to online learning both before and after the pandemic. A comprehensive list of barriers is presented. As a result of the review, there is not much difference in the barrier to online learning before and after the pandemic.
